The Air Force Test Center is looking for a Full-Time Cost Analyst (NH-0501-03) to work at the 412th Test Wing, Financial Management Directorate, Cost Office (412 TW/FMPC) at Edwards AFB in Edwards, CA.

NO 6-MONTH WAIT! Recently retired and/or retiring from MILITARY service ARE eligible for immediate appointment for AFTC positions. The 180-day waiting period has been waived for AFTC to hire recently retired and/or retiring service members.

This position has a typical 2024 salary range of $101,121 - $156,323 (includes locality).

Position specific skills and experience desired in a potential candidate:
- 2+ years of budget and/or cost analyst experience highly desired
- Must be able to communicate clearly, both verbally and in writing, with peers, mission partners, and leadership personnel to disseminate vital information and complete tasks in a timely manner. This includes the ability to team well with others to foster unit cohesion and build morale.
- Must be able to effectively use computer systems, automated data processing equipment, and information technology to update databases and spreadsheets used to track vital information related to job requirements. These systems should also be used to further automate processes and innovate how tasks are accomplished/tracked to increase workplace productivity and efficiency.

Mission/Purpose:
Provides FM services to all personnel, programs, support missions, associates, and external customers. Services include FM advisory service, financial services, budget operations, cost analysis, and resource management systems.

Major Duties:
- Serves as a technical expert on economic, comparative, and cost analysis supporting all Edwards AFB programs, support missions, and external customers. Provides analytical, financial, and management advisory services to AFTC and 412 TW leadership on most effective and economical use of AF resources.
- Oversees the development and validation of all 412 Test Wing Product and Service Rates
- Accomplishes all Lease versus Buy analyses at Edwards Air Force Base
- Oversees validation and accuracy of all 412 Test Wing Test Support Plans; provides Program Analysts with training on proper estimation practices.

Qualifications/Requirements:
- U.S. Citizenship
- Obtain and maintain secret security clearance.
- This position has been designated as a Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 24 months of assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.
- This is a Financial Management level 2 certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
- Must possess knowledge of the DoD planning, programming, and budgeting system, the federal acquisition process, and policies, objectives, procedures, and guidelines of the Air Force and Air Force Material Command.
- Must possess knowledge of the various missions and working relationships of AFTC functions and the structure and mission of test activities.
- Must possess knowledge and skills in applying the principles of mathematical and statistical analysis and other analytical methodologies, both quantitative and qualitative.
