The Office of the Staff Judge Advocate provides high-quality legal advice and support in the areas of civil law, contract law, labor law, environmental law, claims, and military justice for courts-martial and non-judicial punishment actions. NJP — also referred to as an Article 15, in reference to the Uniform Code of Military Justice which authorizes the action — is a tool that provides commanders with an essential and swift means of maintaining good order and discipline. A member must accept NJP as a forum for allegations of misconduct or demand trial by court-martial once NJP is offered by a commander. NJP is designed to promote behavioral changes in service members without the stigma that comes with a criminal conviction at trial. NJP lies between a Letter of Reprimand and a court-martial on the spectrum of the continuum of discipline, whose ultimate goal is to promote rehabilitation in service members to encourage them to adhere to standards. The following NJPs were effectuated at Edwards AFB during the fourth quarter of 2024: A Staff Sgt. (E-5) assigned to 163 CES attempted to climb a barrier, after consuming alcoholic beverages, causing them to fall and hit their head, while deployed, in violation of Article 92 (Failure to obey). The member was punished with a reduction to the grade of Senior Airman (E-4), forfeiture of $1,598.00 per month for two months (suspended), and a reprimand. A Senior Airman (E-4) assigned to 412 AMXS made repeated statements and jokes using indecent language which caused a hostile working environment in a violation of Article 134 for (Indecent language). The member was punished with a reduction to the grade of Airman First Class (E-3), forfeiture of $1,340.00, and a reprimand. A Staff Sgt. (E-5) assigned to 412 HCOS used THC-8 in violation of Article 92 (Failure to obey). The member was punished with a reduction to the grade of Senior Airman (E-4), forfeiture of $1,598.00 per month for two months (suspended), and a reprimand. A Senior Airman (E-4) assigned to 412 OSS failed to perform a proper inspection and signed an official record indicating that the inspection was performed properly in violation of Article 92 (Dereliction of duty) and Article 107 (Sign false official document). The member was punished with a reduction to the grade of Airman First Class (E-3) and a reprimand. An Airman First Class (E-3) assigned to 412 SFS was not present at their duty location and left a loaded firearm unsecured in a gun rack in violation of Article 86 (Failure to go to place of duty) and Article 92 (Dereliction of duty). The member was punished with a reduction to the grade of Airman (E-2, suspended), 30 days restriction to base (suspended), 15 days extra duty, and a reprimand. An Airman First Class (E-3) assigned to 412 SFS failed to operate their vehicle at a speed within posted speed limits and did not have proof of insurance in violation of Article 92 (Failure to obey). The member was punished with a forfeiture of $396.00 and a reprimand. A Staff Sgt. (E-5) assigned to 418 FLTS committed GTC fraud in violation of Article 92 (Failure to obey). The member received a reduction to the grade of Senior Airman (E-4, suspended) and a reprimand. A Capt. (O-3) assigned to AFRL Detachment 7 assaulted two other junior officers in the presence of a group of individuals, including other junior officers, after consuming alcoholic beverages in violation of Article 128, Article 133 (Conduct unbecoming of an officer), and Article 134 (Drunk and disorderly). The member was punished with a forfeiture of $3,745.00 (suspended) and a reprimand. A Staff Sgt. (E-5) assigned to 320 CRS used THC-9 in violation of Article 112a (Wrongful use x2). The member was punished with a reduction to the grade of Senior Airman (E-4), forfeiture of $1,533.00 per month for two months (suspended), and a reprimand.
Involuntarily discharging a service member from the United States Air Force may be an appropriate action for a commander or civilian director to take when a member has demonstrated an inability to meet Air Force standards. Common bases for discharges include, but are not limited to: drug abuse, sexual assault, a civilian court conviction, or a series of minor misconduct. Discharges can result in one of three service characterizations: honorable, under honorable conditions (general), and under other than honorable conditions. The following discharge action was completed during the fourth quarter of 2024: An Airman First Class (E-3) assigned to 412 SFS was discharged for drug abuse. The member received a general service characterization.
The federal magistrate court program is run in conjunction with the United States Attorney’s Office. Edwards Security Forces personnel are empowered to issue citations for traffic violations and criminal activities that occur on a federal reservation. Those actions are then prosecuted in Federal Magistrate Court by judge advocates with the 412 Test Wing Office of the Staff Judge Advocate appointed as Special Assistant United States Attorneys. This tool is primarily useful to ensure enforcement of standards for civilians, including military dependents, DoD employees, contractor employees, and any other civilian present on Edwards AFB or United States Air Force Industrial Plant 42 who commits traffic violations or misdemeanor crimes on our federal reservations. By contrast, violations of traffic laws and the criminal code by service members are addressed under the UCMJ. Driving on and Department of Defense installation, including Edwards AFB and Plant 42, is a privilege. The expectation is that everyone will strictly adhere to the traffic laws on the installation. The Defense Department standard for miles allowed over posted speed limits on military installations is zero! In 2023, 412 SFS personnel issued over 1,300 traffic citations. Approximately 1,100 of those citations were issued to base affiliated civilians resulting in the imposition of nearly $60,000 in fines. For the safety and security of everyone who lives and works on our installation, please follow the posted speed limit signs, make a full stop at stop signs, and don’t drink and drive! The following magistrate court citations were closed out during the fourth quarter of 2024: 56 civilians were cited for speeding. They received an average fine of $250.00. 9 civilians were cited for failing to stop at stop signs. They received an average fine of $264.00. 6 civilians were cited for not having their drivers’ licenses in possession. They received an average fine of $253.00. 2 civilians were cited for expired registration. They received an average fine of $115.00. A civilian was cited for following too close. They were fined $160.00. A civilian was cited for driving under the influence of alcohol. They were fined $3,055.00.
ROAD AND GATE CLOSURES
The repaving project will transition to lane restriping during daylight hours prior to 3:30 daily beginning approximately April 29. This will also result in moving lane closures that may cause temporary traffic stoppage.
Drivers should anticipate significant traffic delays on Rosamond Blvd. throughout the length of the repaving project, which Kern County officials expect to last through the end of May or early June.

Beginning on Monday, April 7, and continuing through Aug. 20, a road repair project for South Lancaster Blvd. (between Rosamond Blvd. and Jones Road) will occur. The project includes crack sealing and repairs, slurry seal operations and striping operations. The roadway will remain open during the work and will occur during non-peak traffic times; however, there will be lane closures during the duration of the project. A traffic control plan will be in place with cones, reduced speed and construction flagmen, so please use caution when driving through this area. Caltrans has scheduled lane closures on the westbound Pearblossom Highway (SR-138) at the intersection of 126th Street East in Pearblossom. The closures are necessary to install the traffic signal and set K-rail. Construction work is on-going Monday - Friday, 7 a.m. - 3:30 p.m. to minimize traffic impacts. Long-term closure of 126th Street East intersection starting Aug. 13 until late Dec. 2025.
Residents and local businesses located near the Highway may experience noise, vibrations and grinding associated with construction activities. The schedule is weather permitting, and all dates and times are subject to change. Detour signs will be posted. Motorists should expect delays and are strongly advised to use alternate routes. Drivers and pedestrians should use caution in the construction area and follow all signs and detours. Park away from the zone due to windblown debris, dirt and small rocks. WHAT: The California Department of Transportation (Caltrans) has scheduled Lane Closures on the northbound and southbound Antelope Valley Freeway (SR-14) between Technology Drive in Palmdale and Avenue A in Lancaster, closing up to three lanes. The closures are necessary to perform pavement replacement, inside shoulder work and set K-rail that will extend the life of the existing lanes by a minimum of 40 years and improve ride quality. Currently, construction work is on-going Monday through Thursday, 7 p.m. to 6 a.m. and Friday through Saturday, 9 p.m. to 7 a.m. to minimize traffic impacts. Northbound SR-14 has two lanes open (one lane (#1) on the southbound side and one lane (#2) on the Northbound side) for the Crossover from Avenue H to Avenue A. Long Term Closure of Northbound 20th Street West off-ramp until September 18, 2025. There are Long Term Closures of Northbound on- & off- ramps at Avenues G & F, Avenue D on-ramp and Avenue A off-ramp. 100-Day Closure of Northbound Avenue J on-ramp has been extended from August 12, 2025, through October 10, 2025, by the city of Lancaster. Long Term Closure of Southbound Avenue M on- & off-ramps starting August 19, 2025, through November 27, 2025. This multidomain test required a unique blend of air and space test methodology and resulted in Pearson becoming the only pilot to ever get a confirmed kill in space when he successfully destroyed the US Solwind P78-1 satellite. The veterinary treatment center is currently at a critical man shortage and are prioritizing availabilities outside of the primary mission to armed force members PCSing overseas. There are only a very few limited appointments available for the health certificates and this varies based on primary mission needs. Vaccines and sick call appointments cannot be accommodated currently. This may change in the next couple months. We apologize for the inconvenience. Phones will be checked once every two weeks for voicemails. Return phone calls can take longer depending on concentration of calls. On May 7, the Office of Personnel Management released a memorandum titled “Implementing the President’s Department of Government Efficiency Initiative for a Modernized, Efficient, and Expedient Retirement Process.” This government-wide initiative introduced important changes regarding how retirement applications are submitted to OPM. Effective July 1, all new retirement applications must be submitted electronically using OPM’s new Online Retirement Application system. ORA enables federal agencies and payroll providers to collaborate with prospective federal retirees in the assembly and submission of a retirement application packet. ****If you have already submitted or submit your retirement application prior to July 1 no action is required of you, and you do not need to contact the Benefits and Entitlements Service Team (BEST).**** If you have already submitted your Retirement Request for Personnel Action but have not submitted your retirement application prior to July 1, additional instructions will be sent to you, you do not need to contact BEST at this time. For future retirement planning, employees should continue contacting their supervisor to ensure the retirement RPA is submitted to BEST no sooner than 6 months prior to your retirement effective date. Once BEST receives your RPA, a BEST counselor will create your ORA retirement account using your personal email address only, official duty email addresses cannot be used. Once your ORA account is created, you will receive an email providing you a link to your ORA dashboard; where you will complete your retirement application, upload your supporting documentation, and submit your package. Please monitor your junk/spam folder for this notification. To ensure BEST has your personal email address, you are encouraged to update your profile in myFSS. When observed, these Pass & Liberal leave days are special passes for military members IAW DAFI 36-3003. For civilian employees, commanders and directors should support liberal approval of annual leave, earned compensatory time, or approved time-off awards. Group time-off awards for civilian employees solely to create a day off remain prohibited. Contractor employees will adhere to their respective contract requirements and employer policies.

The Desert Tortoise is one of the many animals found on Edwards AFB. Listed as threatened under the Federal Endangered Species Act of 1973, Desert Tortoises are protected from unwarranted harassment or injury. The 412th Civil Engineer Group’s Environmental Management Division wants to remind base residents to be on the lookout for Desert Tortoises, especially near or crossing roadways.
Desert Tortoises are the most active between March and May and again between September and October, but can emerge any time throughout the year, especially during and after rainfall. Tortoise signs have been placed in various locations throughout the installation over the years due to reoccurring Desert Tortoise sightings along roads, near buildings, and under parked cars where Desert Tortoises seek shelter from the elements. People working or living on Edwards AFB are encouraged to check under and around vehicles prior to moving their vehicles, especially if parked near open desert.
If a Desert Tortoise is seen and not in immediate danger, people are advised not to touch the animal and monitor the animal until it reaches safety. The Environmental Management Division should be contacted immediately if a tortoise is seen, whether in danger or not. Only authorized and trained people are allowed to touch a Desert Tortoise in non-emergency situations. Unauthorized handling could result in a $50,000 fine and jail time.
If a motorist encounters a Desert Tortoise in immediate danger on or near the road, they can pick up the Desert Tortoise and move it off the road, according to the Environmental Management Division. Slowly approach the Desert Tortoise from its front, pick it up by its sides, keep it level, and place the tortoise pointed in the same direction it was heading at least 100 feet off the road in a shady place. After moving a Desert Tortoise, call the Environmental Management Division so a trained biologist can make sure the animal is okay.
Anyone who encounters a Desert Tortoise in distress should call the Environmental Management Division at 661-277-1401.
Edwards AFB Visitor Control Center would like to remind all personnel the changes in Installation Access requirements. The safety and security of the base remains our top priority and adherence to these requirements listed below ensures safe and efficient access to Edwards AFB. Military personnel, civilian employees, contractor’s dependents, and base residents are not impacted by this change. These groups may continue to use their Common Access Card or Uniformed Services identification Card for base access.
Starting May 7, members without a Common Access Card or Uniform Services Identification Card need a Real ID-compliant driver’s license or identification card to gain base access. Real ID-compliant licenses and identification cards are easily recognizable by a star in the upper corner of the card.
The Real ID Act was passed by congress in 2005 to enhance national security. The goal was to make it difficult to produce counterfeit IDs and it creates a verification standard across all states.
IDs that contain the markings: “Not Valid for Federal Purposes,” “Not for Use as Federal Identification,” “Federal Limits May Apply,” or any other similar phrase are no longer an acceptable credential and must be utilized in conjunction with a federally accepted credential.
Retired Civilians who do not possess a real ID can bring a copy of their SF50 along with their nonfederal issued ID, original birth certificate with raised seal and social security card. They will be issued a DBIDs card for a period of 1 year (365 days).
Visitors who do not possess a driver’s license or identification card compliant with the REAL ID Act need to present two valid forms of identification to gain access to base. Accepted forms are listed below:

Edwards AFB has an active Desert Tortoise fostering program for families living on Edwards AFB and the Environmental Management Division is looking for families to add to the waiting list as the PCS season is upon us. Fostering a Desert Tortoise provides the unique opportunity to observe this threatened species up close and contributes to its continued existence. Captive tortoises play an important role in the survival of a threatened or endangered species. They serve as ambassadors, spreading awareness and aid in education/training programs.
Desert Tortoises are easy unique pets for your stay on Edwards AFB. Requirements for adopting a Desert Tortoise are:
• Living in base housing for a minimum of one year. • Fenced in backyard. • Ability to construct a burrow in the backyard. • Having the tortoise checked by the base vet "free of charge" once a year, in the spring.

On Sept. 26, 1942, the reassembled Bell XP-59A Aerocomet rolled out for its hangar at the Muroc Test Base (now called North Base) and its engines were started for the first time. The new twin-engine aircraft featured an immense wing, upswept tail and sat low to the ground on its tricycle landing gear. It was the first working American jet plane, developed from schematics of British engineer Frank Whittle’s design. The plane had been built in pieces by Bell Aeronautic and shipped out to the Muroc Bombing and Gunnery Range (now called East Camp) in crates to be carried by truck to the Test Base on the Northern end of the lakebed.
