NJP — also referred to as an Article 15, in reference to the Uniform Code of Military Justice which authorizes the action — is a tool that provides commanders with an essential and swift means of maintaining good order and discipline. A member must accept NJP as a forum for allegations of misconduct or demand trial by court-martial once NJP is offered by a commander. NJP is designed to promote behavioral changes in service members without the stigma that comes with a criminal conviction at trial. NJP lies between a Letter of Reprimand and a court-martial on the spectrum of the continuum of discipline, whose ultimate goal is to promote rehabilitation in service members to encourage them to adhere to standards.

The following NJPs were effectuated at Edwards AFB during the fourth quarter of 2024:

A Staff Sgt. (E-5) assigned to 163 CES attempted to climb a barrier, after consuming alcoholic beverages, causing them to fall and hit their head, while deployed, in violation of Article 92 (Failure to obey). The member was punished with a reduction to the grade of Senior Airman (E-4), forfeiture of $1,598.00 per month for two months (suspended), and a reprimand.

A Senior Airman (E-4) assigned to 412 AMXS made repeated statements and jokes using indecent language which caused a hostile working environment in a violation of Article 134 for (Indecent language). The member was punished with a reduction to the grade of Airman First Class (E-3), forfeiture of $1,340.00, and a reprimand.

A Staff Sgt. (E-5) assigned to 412 HCOS used THC-8 in violation of Article 92 (Failure to obey). The member was punished with a reduction to the grade of Senior Airman (E-4), forfeiture of $1,598.00 per month for two months (suspended), and a reprimand.

A Senior Airman (E-4) assigned to 412 OSS failed to perform a proper inspection and signed an official record indicating that the inspection was performed properly in violation of Article 92 (Dereliction of duty) and Article 107 (Sign false official document). The member was punished with a reduction to the grade of Airman First Class (E-3) and a reprimand. 

An Airman First Class (E-3) assigned to 412 SFS was not present at their duty location and left a loaded firearm unsecured in a gun rack in violation of Article 86 (Failure to go to place of duty) and Article 92 (Dereliction of duty). The member was punished with a reduction to the grade of Airman (E-2, suspended), 30 days restriction to base (suspended), 15 days extra duty, and a reprimand.

An Airman First Class (E-3) assigned to 412 SFS failed to operate their vehicle at a speed within posted speed limits and did not have proof of insurance in violation of Article 92 (Failure to obey). The member was punished with a forfeiture of $396.00 and a reprimand.

A Staff Sgt. (E-5) assigned to 418 FLTS committed GTC fraud in violation of Article 92 (Failure to obey). The member received a reduction to the grade of Senior Airman (E-4, suspended) and a reprimand.

A Capt. (O-3) assigned to AFRL Detachment 7 assaulted two other junior officers in the presence of a group of individuals, including other junior officers, after consuming alcoholic beverages in violation of Article 128, Article 133 (Conduct unbecoming of an officer), and Article 134 (Drunk and disorderly). The member was punished with a forfeiture of $3,745.00 (suspended) and a reprimand.

A Staff Sgt. (E-5) assigned to 320 CRS used THC-9 in violation of Article 112a (Wrongful use x2). The member was punished with a reduction to the grade of Senior Airman (E-4), forfeiture of $1,533.00 per month for two months (suspended), and a reprimand. 

Involuntarily discharging a service member from the United States Air Force may be an appropriate action for a commander or civilian director to take when a member has demonstrated an inability to meet Air Force standards. Common bases for discharges include, but are not limited to: drug abuse, sexual assault, a civilian court conviction, or a series of minor misconduct. Discharges can result in one of three service characterizations: honorable, under honorable conditions (general), and under other than honorable conditions.

The following discharge action was completed during the fourth quarter of 2024:

An Airman First Class (E-3) assigned to 412 SFS was discharged for drug abuse. The member received a general service characterization. 

The federal magistrate court program is run in conjunction with the United States Attorney’s Office. Edwards Security Forces personnel are empowered to issue citations for traffic violations and criminal activities that occur on a federal reservation. Those actions are then prosecuted in Federal Magistrate Court by judge advocates with the 412 Test Wing Office of the Staff Judge Advocate appointed as Special Assistant United States Attorneys. This tool is primarily useful to ensure enforcement of standards for civilians, including military dependents, DoD employees, contractor employees, and any other civilian present on Edwards AFB or United States Air Force Industrial Plant 42 who commits traffic violations or misdemeanor crimes on our federal reservations. By contrast, violations of traffic laws and the criminal code by service members are
addressed under the UCMJ.

Driving on and Department of Defense installation, including Edwards AFB and Plant 42, is a privilege. The expectation is that everyone will strictly adhere to the traffic laws on the installation. The Defense Department standard for miles allowed over posted speed limits on military installations is zero! In 2023, 412 SFS personnel issued over 1,300 traffic citations. Approximately 1,100 of those citations were issued to base affiliated civilians resulting in the imposition of nearly $60,000 in fines. For the safety and security of everyone who lives and works on our installation, please follow the posted speed limit signs, make a full stop at stop signs, and don’t drink and drive!

The following magistrate court citations were closed out during the fourth quarter of 2024:

56 civilians were cited for speeding.
They received an average fine of $250.00.

9 civilians were cited for failing to stop at stop signs.
They received an average fine of $264.00.

6 civilians were cited for not having their drivers’ licenses in possession.
They received an average fine of $253.00.

2 civilians were cited for expired registration.
They received an average fine of $115.00.

A civilian was cited for following too close.
They were fined $160.00.

A civilian was cited for driving under the influence of alcohol.
They were fined $3,055.00.

The repaving project will transition to lane restriping during daylight hours prior to 3:30 daily beginning approximately April 29. This will also result in moving lane closures that may cause temporary traffic stoppage.

Drivers should anticipate significant traffic delays on Rosamond Blvd. throughout the length of the repaving project, which Kern County officials expect to last through the end of May or early June.

Beginning on Monday, April 7, and continuing through Aug. 20, a road repair project for South Lancaster Blvd. (between Rosamond Blvd. and Jones Road) will occur. The project includes crack sealing and repairs, slurry seal operations and striping operations.  The roadway will remain open during the work and will occur during non-peak traffic times; however, there will be lane closures during the duration of the project.  A traffic control plan will be in place with cones, reduced speed and construction flagmen, so please use caution when driving through this area. WHAT: The California Department of Transportation (Caltrans) has scheduled Lane Closures on the northbound and southbound Antelope Valley Freeway (SR-14) between Technology Drive in Palmdale and Avenue A in Lancaster, closing up to three lanes. The closures are necessary to perform pavement replacement, inside shoulder work and set K-rail that will extend the life of the existing lanes by a minimum of 40 years and improve ride quality. Currently, construction work is on-going Monday through Thursday, 7 p.m. to 6 a.m. and Friday through Saturday, 9 p.m. to 7 a.m. to minimize traffic impacts. Northbound SR-14 has two lanes open (one lane (#1) on the southbound side and one lane (#2) on the Northbound side) for the Crossover from Avenue H to Avenue A. There are Long Term Closures of northbound on- & off- ramps at Avenues G & F, Avenue D on-ramp & Avenue A off-ramp.  Avenue M Northbound ramps are CLOSED until May 17th, 2025.  Southbound 100-day closure of on- and off-ramps at Avenue N starting March 10, 2025.  40-Day closure of Northbound Rancho Vista Boulevard off-ramp and Northbound 10th Street West on-ramp starting on April 17, 2025. 100-Day closure of Northbound Avenue J on-ramp starting May 5, 2025 through August 12, 2025, by the city of Lancaster.  Closures are as follows:

Edwards AFB has an active Desert Tortoise fostering program for families living on Edwards AFB and the Environmental Management Division is looking for families to add to the waiting list as the PCS season is upon us.  Fostering a Desert Tortoise provides the unique opportunity to observe this threatened species up close and contributes to its continued existence.  Captive tortoises play an important role in the survival of a threatened or endangered species.  They serve as ambassadors, spreading awareness and aid in education/training programs.

Desert Tortoises are easy unique pets for your stay on Edwards AFB.  Requirements for adopting a Desert Tortoise are:

• Living in base housing for a minimum of one year.
• Fenced in backyard.
• Ability to construct a burrow in the backyard.
• Having the tortoise checked by the base vet "free of charge" once a year, in the spring.

The SNCO Foundations Course 700 provides students with the foundational skills and knowledge needed to develop, advise, and lead teams successfully. The course facilitates technical expertise for transitioning from first-line supervisors and trainers to leaders of teams. The SNCOFC700 assists students in engaging in strategic leadership at the 9-skill level, offering a rich arsenal of influence tactics for changing people’s viewpoints and behaviors. It assists students in learning how to build and maintain social relationships to maximize their informal power and influence in an organization. The course goes beyond managing into a proactive stance that will take the organization forward.
PRIORITIES: (1) Master Sgts. who have not attended SNCOA. If seats are limited, use TIG, TIS and promotion sequence to number to determine scheduling priorities. Senior Master Sgts do not need to attend.​ ​(2) Master Sgts. with the most TIG and a pending assignment or deployment.​ (3) Master Sgt. Selects and/or MSgts with less than 7 months TIG. In addition, all eligible Air Force and Department of Defense civilians, sister service equivalent ranks, and approved international students.

The Desert Tortoise is one of the many animals found on Edwards AFB.  Listed as threatened under the Federal Endangered Species Act of 1973, Desert Tortoises are protected from unwarranted harassment or injury.  The 412th Civil Engineer Group’s Environmental Management Division wants to remind base residents to be on the lookout for Desert Tortoises, especially near or crossing roadways.

Desert Tortoises are the most active between March and May and again between September and October, but can emerge any time throughout the year, especially during and after rainfall.  Tortoise signs have been placed in various locations throughout the installation over the years due to reoccurring Desert Tortoise sightings along roads, near buildings, and under parked cars where Desert Tortoises seek shelter from the elements.  People working or living on Edwards AFB are encouraged to check under and around vehicles prior to moving their vehicles, especially if parked near open desert.

If a Desert Tortoise is seen and not in immediate danger, people are advised not to touch the animal and monitor the animal until it reaches safety.  The Environmental Management Division should be contacted immediately if a tortoise is seen, whether in danger or not.  Only authorized and trained people are allowed to touch a Desert Tortoise in non-emergency situations.  Unauthorized handling could result in a $50,000 fine and jail time.

If a motorist encounters a Desert Tortoise in immediate danger on or near the road, they can pick up the Desert Tortoise and move it off the road, according to the Environmental Management Division.  Slowly approach the Desert Tortoise from its front, pick it up by its sides, keep it level, and place the tortoise pointed in the same direction it was heading at least 100 feet off the road in a shady place.  After moving a Desert Tortoise, call the Environmental Management Division so a trained biologist can make sure the animal is okay.

Anyone who encounters a Desert Tortoise in distress should call the Environmental Management Division at 661-277-1401.

While there are no specific or credible threats, we must remain situationally aware and vigilant to deter and detect potential threats should they emerge. For example, per nationwide sources, other law enforcement, government reporting and open-source information, Tesla owners have received threats that if they don't sell their cars, they'll be vandalized. Furthermore, on March 29, protesters worldwide are preparing for their largest demonstration yet. There are 500 coordinated “actions” at Tesla showrooms and encouragement to extend protests to charging stations. Personnel in public areas could become collateral damage during a vandalizing or some other event. 
We want base personnel to take the following actions:
► Be aware of your immediate surroundings and remain alert on base (includes in and around work centers) and off base (especially in the presence of Tesla branded items).
► Report any suspicious activity to Security Forces (661) 277-3340 on base or to local law enforcement off base.
► Remain situationally aware of any demonstrations in your immediate area.
► Watch local news and check online news alerts.
► Avoid any potential protest sites.
► Do not engage with protestors or make any public statements while in uniform.
► Phrase “See Something, Say Something” is a reminder that all DOD members and their families must recognize for its significance and value to thwarting potential threats.

HFKC relies on the generous support and assistance of our Guardians who help to ensure that every veteran has a safe and memorable experience in Washington DC and after the flight.

Thursday, Oct. 17, marked the official grand opening of the Edwards food pantry, Jimmie’s General Store. The name is a nod to the 412^th Force Support Squadron mascot, Jimmie the Jackalope, and the intent is to provide a welcoming and shopping-like environment for members of the Edwards community in need of food items. The store offers canned and dry goods, along with frozen and refrigerated items.

The food pantry is located in the Military and Family Readiness Center. Usage is needs-based and available to both military members and their families and DoD civilians. First sergeants from all units are designated food panty facilitators, and members who would like to use the food pantry should contact their first sergeant to arrange for access. Donations can either be dropped off at the M&FRC or by contacting one of the first sergeants. Additionally, the M&FRC point of contact is Ms. Jonishia Jones at 277-0723.

WHAT: The DAT will assess programs, practices, procedures and data for barriers to employment, advancement, and retention of employees, applicants and military members with disabilities. It will also serve as a Member and Employee Resources Group (MERG) for civilians and military with disabilities.
WHY: A MERG is a voluntary, employee-led group that fosters an inclusive workplace aligned with organizational mission, that also seeks to support individuals as they navigate their career.
WHO: Any DAF employee or member regardless of grade/rank, location, disability status, or race/ethnicity/sex.
