LAW AND ORDER
The Office of the Staff Judge Advocate provides high-quality legal advice and support in the areas of civil law, contract law, labor law, environmental law, claims, and military justice for courts-martial and non-judicial punishment actions. The office also provides legal assistance to individual military members, retirees and family members on personal, non-criminal legal matters. Visit the JA webpage.
NJP — also referred to as an Article 15, in reference to the Uniform Code of Military Justice which authorizes the action — is a tool that provides commanders with an essential and swift means of maintaining good order and discipline. A member must accept NJP as a forum for allegations of misconduct or demand trial by court-martial once NJP is offered by a commander. NJP is designed to promote behavioral changes in service members without the stigma that comes with a criminal conviction at trial. NJP lies between a Letter of Reprimand and a court-martial on the spectrum of the continuum of discipline, whose ultimate goal is to promote rehabilitation in service members to encourage them to adhere to standards. The following NJPs were effectuated at Edwards AFB during the fourth quarter of 2024: A Staff Sgt. (E-5) assigned to 163 CES attempted to climb a barrier, after consuming alcoholic beverages, causing them to fall and hit their head, while deployed, in violation of Article 92 (Failure to obey). The member was punished with a reduction to the grade of Senior Airman (E-4), forfeiture of $1,598.00 per month for two months (suspended), and a reprimand. A Senior Airman (E-4) assigned to 412 AMXS made repeated statements and jokes using indecent language which caused a hostile working environment in a violation of Article 134 for (Indecent language). The member was punished with a reduction to the grade of Airman First Class (E-3), forfeiture of $1,340.00, and a reprimand. A Staff Sgt. (E-5) assigned to 412 HCOS used THC-8 in violation of Article 92 (Failure to obey). The member was punished with a reduction to the grade of Senior Airman (E-4), forfeiture of $1,598.00 per month for two months (suspended), and a reprimand. A Senior Airman (E-4) assigned to 412 OSS failed to perform a proper inspection and signed an official record indicating that the inspection was performed properly in violation of Article 92 (Dereliction of duty) and Article 107 (Sign false official document). The member was punished with a reduction to the grade of Airman First Class (E-3) and a reprimand. An Airman First Class (E-3) assigned to 412 SFS was not present at their duty location and left a loaded firearm unsecured in a gun rack in violation of Article 86 (Failure to go to place of duty) and Article 92 (Dereliction of duty). The member was punished with a reduction to the grade of Airman (E-2, suspended), 30 days restriction to base (suspended), 15 days extra duty, and a reprimand. An Airman First Class (E-3) assigned to 412 SFS failed to operate their vehicle at a speed within posted speed limits and did not have proof of insurance in violation of Article 92 (Failure to obey). The member was punished with a forfeiture of $396.00 and a reprimand. A Staff Sgt. (E-5) assigned to 418 FLTS committed GTC fraud in violation of Article 92 (Failure to obey). The member received a reduction to the grade of Senior Airman (E-4, suspended) and a reprimand. A Capt. (O-3) assigned to AFRL Detachment 7 assaulted two other junior officers in the presence of a group of individuals, including other junior officers, after consuming alcoholic beverages in violation of Article 128, Article 133 (Conduct unbecoming of an officer), and Article 134 (Drunk and disorderly). The member was punished with a forfeiture of $3,745.00 (suspended) and a reprimand. A Staff Sgt. (E-5) assigned to 320 CRS used THC-9 in violation of Article 112a (Wrongful use x2). The member was punished with a reduction to the grade of Senior Airman (E-4), forfeiture of $1,533.00 per month for two months (suspended), and a reprimand.
Involuntarily discharging a service member from the United States Air Force may be an appropriate action for a commander or civilian director to take when a member has demonstrated an inability to meet Air Force standards. Common bases for discharges include, but are not limited to: drug abuse, sexual assault, a civilian court conviction, or a series of minor misconduct. Discharges can result in one of three service characterizations: honorable, under honorable conditions (general), and under other than honorable conditions. The following discharge action was completed during the fourth quarter of 2024: An Airman First Class (E-3) assigned to 412 SFS was discharged for drug abuse. The member received a general service characterization.
The federal magistrate court program is run in conjunction with the United States Attorney’s Office. Edwards Security Forces personnel are empowered to issue citations for traffic violations and criminal activities that occur on a federal reservation. Those actions are then prosecuted in Federal Magistrate Court by judge advocates with the 412 Test Wing Office of the Staff Judge Advocate appointed as Special Assistant United States Attorneys. This tool is primarily useful to ensure enforcement of standards for civilians, including military dependents, DoD employees, contractor employees, and any other civilian present on Edwards AFB or United States Air Force Industrial Plant 42 who commits traffic violations or misdemeanor crimes on our federal reservations. By contrast, violations of traffic laws and the criminal code by service members are addressed under the UCMJ. Driving on and Department of Defense installation, including Edwards AFB and Plant 42, is a privilege. The expectation is that everyone will strictly adhere to the traffic laws on the installation. The Defense Department standard for miles allowed over posted speed limits on military installations is zero! In 2023, 412 SFS personnel issued over 1,300 traffic citations. Approximately 1,100 of those citations were issued to base affiliated civilians resulting in the imposition of nearly $60,000 in fines. For the safety and security of everyone who lives and works on our installation, please follow the posted speed limit signs, make a full stop at stop signs, and don’t drink and drive! The following magistrate court citations were closed out during the fourth quarter of 2024: 56 civilians were cited for speeding. They received an average fine of $250.00. 9 civilians were cited for failing to stop at stop signs. They received an average fine of $264.00. 6 civilians were cited for not having their drivers’ licenses in possession. They received an average fine of $253.00. 2 civilians were cited for expired registration. They received an average fine of $115.00. A civilian was cited for following too close. They were fined $160.00. A civilian was cited for driving under the influence of alcohol. They were fined $3,055.00.

The JCEP is a 5-day opportunity for mutual collaboration with personnel from different units and service components. We work alongside each other, learning every aspect of our daily processes, and enable members to experience opportunities for growth and development within each other’s units.
The JCEP is a unique opportunity for mutual collaboration, in which personnel from different units and service components work alongside each other for a 5-day period. This program is designed to promote skill development, foster innovation, and expand professional networks by facilitating the exchange of all Total Force members and Sister-Service personnel between units.
How the JCEP Program works:
Kick-off date: Tuesday, Oct. 7 Duration: Monday – Friday, 8 a.m. - 4 p.m. Occurrence: One week out of each month Planning: Units collaborate to schedule and plan a matrixed exchange, ensuring a seamless transition and accommodation of personnel from both units involved. Exchange: Participants partake in the arranged sponsorship, integrating and contributing to the host unit while absorbing new skills and perspectives and sharing best practices. Feedback & Review: After the interchange, both the members and the hosting units will provide feedback. This feedback is crucial in fine-tuning the program and enhancing future endeavors. Your input is not just welcomed but integral to the success of the JCEP. Way Ahead: To get involved in this program and for more information, please contact:
Thank you, and we look forward to your participation!
On May 7, the Office of Personnel Management released a memorandum titled “Implementing the President’s Department of Government Efficiency Initiative for a Modernized, Efficient, and Expedient Retirement Process.” This government-wide initiative introduced important changes regarding how retirement applications are submitted to OPM. Effective July 1, all new retirement applications must be submitted electronically using OPM’s new Online Retirement Application system. ORA enables federal agencies and payroll providers to collaborate with prospective federal retirees in the assembly and submission of a retirement application packet. ****If you have already submitted or submit your retirement application prior to July 1 no action is required of you, and you do not need to contact the Benefits and Entitlements Service Team (BEST).**** If you have already submitted your Retirement Request for Personnel Action but have not submitted your retirement application prior to July 1, additional instructions will be sent to you, you do not need to contact BEST at this time. For future retirement planning, employees should continue contacting their supervisor to ensure the retirement RPA is submitted to BEST no sooner than 6 months prior to your retirement effective date. Once BEST receives your RPA, a BEST counselor will create your ORA retirement account using your personal email address only, official duty email addresses cannot be used. Once your ORA account is created, you will receive an email providing you a link to your ORA dashboard; where you will complete your retirement application, upload your supporting documentation, and submit your package. Please monitor your junk/spam folder for this notification. To ensure BEST has your personal email address, you are encouraged to update your profile in myFSS. To do so, log into myFSS (www.myfss.us.af.mil), select the Profile icon in the upper right-hand corner of the myFSS landing page, and select Profile, then select Update Personal Preferences. There you will add your personal email address and select Next, then Finish.

To ensure alignment with Department of the Air Force guidance and in recognition of AFMC’s exceptional service to the nation in inventing, developing, testing, delivering, sustaining, and supporting war-winning capabilities and installations, General Richardson has designated the following dates as AFMC Pass & Liberal Leave Days:
These designated Pass & Liberal leave days do not imply entitlement to time-off. Unit commanders and directors will observe, adjust, or not observe these dates based on mission demands, achievement of unit goals, and overall unit performance. When observed, these Pass & Liberal leave days are special passes for military members IAW DAFI 36-3003. For civilian employees, commanders and directors should support liberal approval of annual leave, earned compensatory time, or approved time-off awards. Group time-off awards for civilian employees solely to create a day off remain prohibited. Contractor employees will adhere to their respective contract requirements and employer policies.
I will be conducting installation-level assessments of achieving our objectives and modify the Pass & Liberal Leave Days accordingly. Unit commanders and directors have the authority and are encouraged to do the same.

To help protect your online information while traveling, please adhere to these recommended safety practices. No matter how you get to your destination or where you choose to stay, you will be connected when you’re on vacation. Many travelers rely on technology even more to enhance their experience. As you embark upon your next adventure, stay cyber safe while away from home by following some simple practices to help keep your devices safe and your vacation plans from going awry. ► Set the privacy and security settings on web services and apps. It is okay to limit how and with whom you share information (like location tracking) – especially when you are away. ► Location tools come in handy while planning navigating a new place, but they can also expose your location ? even through photos. Turn off location services when not in use. ► Do not transmit personal info or make purchases on unsecure or public Wi-Fi networks. Instead, use a virtual private network (VPN) or your phone as a personal hotspot to surf more securely ► Think twice before posting pictures that indicate you are away. Wait until you get home to share your magical memories. ► Avoid public computers in hotel lobbies and internet cafes. If you must use a public computer, keep activities as generic and anonymous as possible. Don’t log into accounts or access sensitive information. If you do log into accounts, such as email, always click “logout” when you are finished. Simply clicking the “x” on your browser does not log you out of accounts. Please contact the Edwards AFB Privacy/FOIA Office at 7-3015 or s533c5@us.af.mil with any questions.

Edwards AFB is making use of a NASA categorical exclusion to complete an environmental impact analysis for an Air Force Research Laboratory project. The details can be found HERE. This posting will be available on the Edwards website for 30 days. Inquiries can be directed to base’s environmental planning section at: 412TW.CEV.EIAP@us.af.mil.
The Desert Tortoise is one of the many animals found on Edwards AFB. Listed as threatened under the Federal Endangered Species Act of 1973, Desert Tortoises are protected from unwarranted harassment or injury. The 412th Civil Engineer Group’s Environmental Management Division wants to remind base residents to be on the lookout for Desert Tortoises, especially near or crossing roadways.
Desert Tortoises are the most active between March and May and again between September and October, but can emerge any time throughout the year, especially during and after rainfall. Tortoise signs have been placed in various locations throughout the installation over the years due to reoccurring Desert Tortoise sightings along roads, near buildings, and under parked cars where Desert Tortoises seek shelter from the elements. People working or living on Edwards AFB are encouraged to check under and around vehicles prior to moving their vehicles, especially if parked near open desert.
If a Desert Tortoise is seen and not in immediate danger, people are advised not to touch the animal and monitor the animal until it reaches safety. The Environmental Management Division should be contacted immediately if a tortoise is seen, whether in danger or not. Only authorized and trained people are allowed to touch a Desert Tortoise in non-emergency situations. Unauthorized handling could result in a $50,000 fine and jail time.
If a motorist encounters a Desert Tortoise in immediate danger on or near the road, they can pick up the Desert Tortoise and move it off the road, according to the Environmental Management Division. Slowly approach the Desert Tortoise from its front, pick it up by its sides, keep it level, and place the tortoise pointed in the same direction it was heading at least 100 feet off the road in a shady place. After moving a Desert Tortoise, call the Environmental Management Division so a trained biologist can make sure the animal is okay.
Anyone who encounters a Desert Tortoise in distress should call the Environmental Management Division at 661-277-1401.
Edwards AFB Visitor Control Center would like to remind all personnel the changes in Installation Access requirements. The safety and security of the base remains our top priority and adherence to these requirements listed below ensures safe and efficient access to Edwards AFB. Military personnel, civilian employees, contractor’s dependents, and base residents are not impacted by this change. These groups may continue to use their Common Access Card or Uniformed Services identification Card for base access.
Starting May 7, members without a Common Access Card or Uniform Services Identification Card need a Real ID-compliant driver’s license or identification card to gain base access. Real ID-compliant licenses and identification cards are easily recognizable by a star in the upper corner of the card.
The Real ID Act was passed by congress in 2005 to enhance national security. The goal was to make it difficult to produce counterfeit IDs and it creates a verification standard across all states.
IDs that contain the markings: “Not Valid for Federal Purposes,” “Not for Use as Federal Identification,” “Federal Limits May Apply,” or any other similar phrase are no longer an acceptable credential and must be utilized in conjunction with a federally accepted credential.
Retired Civilians who do not possess a real ID can bring a copy of their SF50 along with their nonfederal issued ID, original birth certificate with raised seal and social security card. They will be issued a DBIDs card for a period of 1 year (365 days).
Visitors who do not possess a driver’s license or identification card compliant with the REAL ID Act need to present two valid forms of identification to gain access to base. Accepted forms are listed below:
For more information regarding the Real ID Act please visit: (https://www.dhs.gov/real-id/about-real-id) For more information on Real ID requirement please visit (https://www.dhs.gov/real-id) For more information on how to obtain your Real ID in California please visit: (California DMV)

While there are no specific or credible threats, we must remain situationally aware and vigilant to deter and detect potential threats should they emerge. For example, per nationwide sources, other law enforcement, government reporting and open-source information, Tesla owners have received threats that if they don't sell their cars, they'll be vandalized. Furthermore, on March 29, protesters worldwide are preparing for their largest demonstration yet. There are 500 coordinated “actions” at Tesla showrooms and encouragement to extend protests to charging stations. Personnel in public areas could become collateral damage during a vandalizing or some other event. We want base personnel to take the following actions: ► Be aware of your immediate surroundings and remain alert on base (includes in and around work centers) and off base (especially in the presence of Tesla branded items). ► Report any suspicious activity to Security Forces (661) 277-3340 on base or to local law enforcement off base. ► Remain situationally aware of any demonstrations in your immediate area. ► Watch local news and check online news alerts. ► Avoid any potential protest sites. ► Do not engage with protestors or make any public statements while in uniform. ► Phrase “See Something, Say Something” is a reminder that all DOD members and their families must recognize for its significance and value to thwarting potential threats. ► Refer to Chairman Joint Chiefs of Staff Pocket Card 5260 for additional Antiterrorism Individual Protective Measures. This can be obtained from each unit’s respective antiterrorism representative. Questions can be directed to the Installation Antiterrorism Office at 661-277-4009 or 4004.

Please disregard the course dates. ► Accessible from home Set it up at work, and then use your username/password from a home computer
Our adversaries will attempt to take advantage of our services members, DoD/DAF Civilians and DoD/DAF contractors due to recent US government actions. Due to the recent government agency shutdowns, layoffs, resignations, and terminations it would be highly likely for members to receive solicitations, job offers and requests through social media, email and other electronic means. OSI Detachment 111 is not attempting to impede your progression into other employment, if you so chose, however the companies who may solicit may be operating under nefarious purposes. If you feel you may be solicited, members are encouraged to not reply or delete these messages and report them immediately to OSI Detachment 111 at john.grabowicz@us.af.mil or 277-1138

HFKC relies on the generous support and assistance of our Guardians who help to ensure that every veteran has a safe and memorable experience in Washington DC and after the flight.
Guardians duties include, but are not limited to physically assisting the veterans while walking or pushing transport chairs, throughout the airports and airplane flights, as well as at the hotel and memorials. Each Guardian pays their own fee of $1,200 (subject to change) which includes all travel expenses of airfare, hotel, meals, tour buses & tips, admission fees, as well as three RED HFKC shirts, overnight & snack bags. Souvenir purchases are not included. Guardian fee payment is due 14 days prior to flight or at Meet & Greet, whichever occurs earliest. Each applicant may be subject to an interview, as well as a Live Scan review. Participating as a Guardian is physically strenuous as there is much walking (up to 7 miles per day), carrying the Veteran bags, pushing a veteran in the transport chair up mild inclines, and loading bags and chairs in buses. Please be aware of the physical demands BEFORE submitting your application.
Go to: www.honorflightkerncounty.org to complete and submit your application.

Section 508 of the Rehabilitation Act of 1973, as amended (29 U.S.C. 794d), mandates that Federal agencies ensure their information and communication technology (ICT) is accessible to employees with disabilities. This means that when developing, procuring, maintaining, or using ICT, Federal employees with disabilities must have access to and use of information and data comparable to that of their non-disabled counterparts, unless doing so would impose an undue burden on the agency.
For any Section 508 matters, please contact your Base Section 508 Coordinators, Elissya Searcy and Erika Lybbert. They serve as technical advisors, offering guidance on Section 508 requirements, ensuring you get the assistance you need to comply with these essential accessibility standards.

Thursday, Oct. 17, marked the official grand opening of the Edwards food pantry, Jimmie’s General Store. The name is a nod to the 412th Force Support Squadron mascot, Jimmie the Jackalope, and the intent is to provide a welcoming and shopping-like environment for members of the Edwards community in need of food items. The store offers canned and dry goods, along with frozen and refrigerated items.
The food pantry is located in the Military and Family Readiness Center. Usage is needs-based and available to both military members and their families and DoD civilians. First sergeants from all units are designated food panty facilitators, and members who would like to use the food pantry should contact their first sergeant to arrange for access. Donations can either be dropped off at the M&FRC or by contacting one of the first sergeants. Additionally, the M&FRC point of contact is Ms. Jonishia Jones at 277-0723.

THIS WEEK IN HISTORY
On June 19, 1947, then-Colonel Albert Boyd, Chief of the Flight Test Division at Wright Field - and the one who selected the Army/Air Force team that broke the sound barrier later that year - returned the world’s absolute speed record to the United States for the first time in 24 years. He flew a highly modified P-80R nicknamed Racey over a three-kilometer course over Rogers Dry Lake. Making four runs at less than 100 ft altitude, he averaged 623.85 mph. This was the first of 12 absolute speed records that would be accomplished at Muroc/Edwards or by Edwards test pilots over the next 18 years.
