Tom Rademacher, 412th Civil Engineer Group, welcomes Kristen Tuosto, Yuhaaviatam Tribe archaeologist, to a recent tribal government-to-government meeting with wing leaders. Representatives from the Chemehuevi, Yuhaaviatam and Paiute tribes attended the annual meeting to discuss stewardship of ancestral lands within today’s Edwards AFB boundaries, including protection of cultural artifacts and regulatory environmental compliance. “Everything we do here …  is inherently linked to our stewardship of this environment and the cultural resources that we oversee,” said Col. Tom Tauer, 412th TW commander. “We recognize the cultural significance and shared history of this land, and we take that very seriously.” Ron Escobar, Chemehuevi tribal historic preservation officer, emphasized the importance of protecting the dry lakebed shoreline areas, as well as the desert tortoise population. “The landscape is alive and still waiting for our voice to come back,” said Sean Scruggs,” historic preservation officer for the Fort Independence Indian Community of Paiute Indians. WHAT: The California Department of Transportation has scheduled Lane Closures on the northbound and southbound Antelope Valley Freeway between Technology Drive in Palmdale and Avenue A in Lancaster, closing up to three lanes. The closures are necessary to perform pavement replacement, inside shoulder work and set K-rail that will extend the life of the existing lanes by a minimum of 40 years and improve ride quality. Currently, construction work is on-going Monday through Thursday, 9 a.m. – 3 p.m. and 7 p.m. – 6 a.m., and Friday through Saturday, 9 a.m. – 3 p.m. and 9 p.m. to 7 a.m. to minimize traffic impacts. There are Long Term Closures of North- & Southbound Avenue H on- & off-ramps starting Jan. 6. Long Term Closure of North- & Southbound Avenue I on- & off-ramps starting Dec. 1. Detours will be posted and are subject to change. Closures are as follows:

A section of North Lancaster Blvd. (between Fitzgerald Blvd. and South Rosamond Blvd.) will be closed for roadwork from May 11 through June 28. To help accommodate traffic during this period, South Rosamond Blvd. (between Lancaster Blvd. and Fitzgerald Blvd.)—which is currently closed for repairs—will reopen on May 11 to serve as the primary alternate route. These repairs are part of a continuous effort to improve base infrastructure, reduce vehicle wear and tear, and ensure safer, more efficient routes for daily commutes and emergency responders. Drivers are advised to follow posted message boards, stay alert for construction crews, and allow for extra travel time.

To register and request an absentee ballot use FVAP’s easy online assistant at www.fvap.gov/FPCA to walk you through state-specific form completion. Once you complete the FPCA, print, sign, and send it to your election office. Most states accept the FPCA by email or fax while some require it by mail. Check your state-specific guidelines at FVAP.gov. Once you receive your requested absentee ballot, vote and return it as soon as you get it. Remember to carefully follow the instructions, especially using a “security envelope” if required, and sign the package as indicated when returning it. This 4-day course will teach participants advanced skills in conducting accident investigations. The curriculum focuses on determining contributing factors that lead to injuries or fatalities and developing courses of action to prevent future incidents. Participants will learn the importance of conducting thorough, consistent investigations that can stand up in court, if necessary, as well as how to calculate direct and indirect costs associated with an accident. Coursework includes lectures, in-class workshops, case studies, and out-of-class assignments. Note: UTA expects attendees to participate actively throughout the course. Please limit work-related tasks and schedule appointments outside of course hours.

To comply with Department of War (DoW) Memorandum, “Review of Reasonable Accommodations for Civilian Employees,” dated 13 March 2026, (Tab 1) DAF organizations at all levels will review all currently approved and in effect disability and religious reasonable accommodations (RA) as of 13 March 2026 for appropriated and nonappropriated funded civilian employees as outlined in DAF Memorandum, Department of the Air Force 90 Calendar-Day Review of Previously Approved Civilian Disability and Religious Reasonable Accommodations, 14 April 2026, (Tab 2). 

The purpose of the review is to assess whether each approved RA is still needed, effective, or may need modification, based on whether there are alternative RA options that are effective, less burdensome and more closely aligned with mission needs, consistent with law. This review will be accomplished within 90 calendar days effective 13 March 2026. 

During this review, all currently approved disability and religious RAs will remain in effect with no changes.

Where a supervisor determines an RA may require a modification during the 90 calendar-day review, the supervisor will have an additional 60 calendar days to engage in the interactive process with the affected employee to have an ongoing dialogue to gather additional information concerning limitations or barriers to assist in identifying potential RAs that might be effective, consistent with law. 

DAF organizations, including supervisors, will be provided with subsequent guidance to implement this 60 calendar-day interactive process requirement in the coming weeks. 

All currently pending and new RA requests submitted after 13 March 2026 will continue to implement existing DAF procedures, with the understanding that these pending and new RAs will be treated as interim/temporary RAs until updated DAF RA policy is issued as directed by DoW.  

The DAF remains committed to nondiscrimination and equal opportunity. This includes providing RAs to qualified employees and applicants with a disability consistent with the Rehabilitation Act of 1973 (29 USC § 791 et seq.), as amended, and employees with sincerely held bona fide religious beliefs, practices, or observances consistent with the Title VII of the Civil Rights Act of 1964 (42 USC § 2000e et seq.), unless to do so would impose undue hardship on the DAF.

For questions, employees are encouraged to contact their respective supervisors/managers, chain of command, or their servicing disability program managers for disability RAs and their civilian personnel sections/human resources office for religious RAs.

Employees desiring to initiate an authorization for dues withholding may obtain an SF 1187 from any AFGE steward or official.  The effective date will be the first full pay period after receipt of the SF 1187 by the Civilian Pay Section. 
Employees wishing to discontinue their dues withholding may obtain an SF 1188 from the Civilian Pay Section or the Labor Relations Office.  Discontinuance of dues withholding will be effective as follows:
1) For an employee who began dues withholding allotments before 11 January 1979; Beginning the first full pay period following 1 September provided the SF 1188 is received by the Civilian Pay Section prior to 1 September.
2) For an employee who started dues withholding on or after 11 January 1979 but before 10 August 2020; Beginning the first full pay period following the particular anniversary date (the anniversary date is the starting date of the first pay period for which dues were deducted from the employee’s pay).
3) For an employee who started dues withholding on or after 10 August 2020, the Agency should process the request as soon as administratively feasible if at least one year has passed since the employee initially authorized union-dues assignment from the employee’s pay.

On May 7, the Office of Personnel Management released a memorandum titled “Implementing the President’s Department of Government Efficiency Initiative for a Modernized, Efficient, and Expedient Retirement Process.” This government-wide initiative introduced important changes regarding how retirement applications are submitted to OPM. Effective July 1, all new retirement applications must be submitted electronically using OPM’s new Online Retirement Application system. ORA enables federal agencies and payroll providers to collaborate with prospective federal retirees in the assembly and submission of a retirement application packet.
****If you have already submitted or submit your retirement application prior to July 1 no action is required of you, and you do not need to contact the Benefits and Entitlements Service Team (BEST).**** 
If you have already submitted your Retirement Request for Personnel Action but have not submitted your retirement application prior to July 1, additional instructions will be sent to you, you do not need to contact BEST at this time.  
For future retirement planning, employees should continue contacting their supervisor to ensure the retirement RPA is submitted to BEST no sooner than 6 months prior to your retirement effective date.
Once BEST receives your RPA, a BEST counselor will create your ORA retirement account using your personal email address only, official duty email addresses cannot be used. Once your ORA account is created, you will receive an email providing you a link to your ORA dashboard; where you will complete your retirement application, upload your supporting documentation, and submit your package. Please monitor your junk/spam folder for this notification. 
To ensure BEST has your personal email address, you are encouraged to update your profile in myFSS. To do so, log into myFSS (www.myfss.us.af.mil), select the Profile icon in the upper right-hand corner of the myFSS landing page, and select Profile, then select Update Personal Preferences. There you will add your personal email address and select Next, then Finish.

Edwards AFB Visitor Control Center would like to remind all personnel the changes in Installation Access requirements. The safety and security of the base remains our top priority and adherence to these requirements listed below ensures safe and efficient access to Edwards AFB. Military personnel, civilian employees, contractor’s dependents, and base residents are not impacted by this change. These groups may continue to use their Common Access Card or Uniformed Services identification Card for base access. 

Starting May 7, members without a Common Access Card or Uniform Services Identification Card need a Real ID-compliant driver’s license or identification card to gain base access. Real ID-compliant licenses and identification cards are easily recognizable by a star in the upper corner of the card.

The Real ID Act was passed by congress in 2005 to enhance national security. The goal was to make it difficult to produce counterfeit IDs and it creates a verification standard across all states.  

IDs that contain the markings: “Not Valid for Federal Purposes,” “Not for Use as Federal Identification,” “Federal Limits May Apply,” or any other similar phrase are no longer an acceptable credential and must be utilized in conjunction with a federally accepted credential.

Retired Civilians who do not possess a real ID can bring a copy of their SF50 along with their nonfederal issued ID, original birth certificate with raised seal and social security card.  They will be issued a DBIDs card for a period of 1 year (365 days).

Visitors who do not possess a driver’s license or identification card compliant with the REAL ID Act need to present two valid forms of identification to gain access to base. Accepted forms are listed below:

  • United States Passport or United States Passport Card.
  • US Birth Certificate of Naturalization or Certificate of Citizenship (Form-550).
  • Enhanced driver’s license issued by a State, territory, possession, or the District of Columbia.
  • Any other U.S. Federal, State, territory, possession, or District of Columbia Government-issued credential bearing a photograph, including credentials from other paragraphs in this section that are deemed acceptable by the DoD Component head and consistent with applicable laws. (ex. Global Entry, NEXUS, SENTRI, FAST, TWIC, Tribal Card, VHIC, PIVs).
  • Identification Card Issued by Federal, State, or Local Government Agencies Provided It Contains a Photograph and Biographic Information such as Name, Date of Birth, Gender, Height, Eye Color, And Address.
  • Any other government-issued credential bearing a photograph and deemed acceptable by the DoD Component.
  • Non-CAC LRC issued by the local installation or region.
  • Permanent Resident Card/Alien Registration Receipt Card (Form I-551).
  • Foreign passport with a temporary (I-551) stamp or temporary (I-551) printed notation on a machine-readable immigrant visa.
  • Foreign passport bearing an unexpired immigrant or non-immigrant visa or entry stamp.
  • Foreign Government Issued Passport with Current Arrival-Departure Records (INS Form 94) Bearing Names as the same name as the passport and containing an endorsement of an Alien’s nonimmigrant status, it that Status authorizes the Alien to work for the employer.

Edwards Flight Test
Ever Sharpening the Cutting Edge
On May 14, 1943, a GMA-1 Bug equipped with television and three axis gyro stabilization systems was successfully launched from a specially fitted car at Edwards. The remotely piloted vehicle flew for one hour and thirty-five minutes under marginal control before the flight was terminated.  Edwards – on the cutting edge of flight test then and continually during the 80-plus years since – continues to sharpen American airpower with the descendants of the Bug program. Several units in the 412th Test Wing, including the Global Vigilance Combined Test Force, continue the push to hone that edge aided by today’s advanced technologies.
