HILL AIR FORCE BASE, Utah -- Airman Basic Ryan Palmquist looks out from his cell in the confinement facility here. He was court-martialed for the use, distribution and possession of drugs. He was given a bad-conduct discharge, reduction to the lowest enlisted rank, forfeiture of all pay and allowances and confinement for two years and two months.
