Family Housing residents can learn about the Air Force Utility Program at town hall meetings Published Aug. 23, 2016 Corvias Military Living EDWARDS AIR FORCE BASE, Calif. -- Corvias Military Living will host a Town Hall meeting to educate families about the Department of Defense’s Resident Energy Conservation Program which encourages families to conserve energy resources. The meeting will be held at 5:30 p.m. Aug. 25 at the Airmen and Family Readiness Center The Department of Defense, with Congressional support, has directed this program which requires on-base residents to be responsible for their utilities. The Air Force supports this policy by placing the responsibility for excess use of on-base utilities on those who choose to be less conservative with their utility usage. The program has already demonstrated its ability to reduce consumption and lower operating costs on military installations across the country. Officials estimate that at other installations, this program has encouraged military families to conserve 10 to 20 percent more energy. Edwards AFB is in the process of initiating the program throughout all neighborhoods. Families will receive usage reports or “mock bills” beginning in October with the “live bills” arriving to families in February 2017. Families will only be charged for usage above a baseline amount. The baseline will be calculated each month by taking like homes, removing vacant homes, faulty data and the top and bottom 10 percent of samples from all housing profiles then averaging their consumption. This average will be the baseline itself, and it will be based on the billing month’s actual data. Each month the baseline will be recalculated. This takes into account the actual weather conditions and the average consumption for homes that are alike. Families whose usage falls below the baseline will begin receiving rebates to reward their energy conservation. These families will receive money back in the form of a check. Families who exceed the baseline standard will be required to supplement their utility costs by paying for the amount above the baseline.
