Simone Davis Air Force Flight Test Center Staff Judge Advocate EDWARDS AIR FORCE BASE, Calif. -- At a recent meeting of the Juvenile Intervention Council, 10 juveniles were reprimanded for misconduct on base. The offenses included shoplifting from the Base Exchange, indecent exposure, speeding, assault, provisional drivers license violation and possession of alcohol by a minor. Punishments included mandated counseling, 10 to 32 hours of community service, tutoring at the Center for Excellence, a written essay, composition of a presentation about the correlation between speed and accident rates, and attendance in the Drug Education for Youth program. The Juvenile Intervention Council is the framework for the disposition of cases involving juvenile misconduct occurring on Edwards. It convenes quarterly and applies to the minor dependents of military members and base affiliates. The 95th Mission Support Group deputy commander serves as chairperson, while representatives from the 95th Security Forces Squadron, the Office of the Staff Judge Advocate and other units serve as council members to assist in deciding the case and determining an appropriate punishment. Cases are forwarded to the JIC from the 95th SFS through an incident report or citation. Once forwarded, a notification of hearing letter is sent to the juvenile's sponsor detailing when and where the JIC will convene to hear the case. At the hearing, the juvenile and their sponsor are entitled to present witnesses and evidence to rebut charges brought against the juvenile. Civilian counsel is permitted at the juvenile's or sponsor's expense. At the close of the hearing, council members deliberate and provide an appropriate sentence. Punishments can range from no action to being barred from the base. All sentences may be appealed within five days of notification.
