Wanted: energy developer feedback on Edwards Air Force Base solar project Published July 23, 2009 Installations, Environment and Logistics San Antonio, Texas -- The Air Force Real Property Agency is soliciting input on a Statement of Need from parties interested in developing a solar generation facility on 3,288 acres of Mojave Desert real estate at Edwards Air Force Base, Calif. The Statement of Need is posted on the project Web site, http://www.pscmhc.com/edwardsData.htm, for preliminary review and comment. The Statement is also available on AFRPA's Web site at http://www.safie.hq.af.mil/afrpa/eul/index.asp. The available land, located on the northwest corner of the installation, offers many of the key features that make a solar project successful: plenty of sun on flat land adjacent to existing power transmission corridors. Interested developers have the option of leasing the entire parcel for development, or may propose development of sections of the parcel. The Air Force will select the Highest Ranked Offeror for the Enhanced Use Lease based on which proposal or proposals maximize the overall value of the asset. After selection, the HRO will begin exclusive negotiations with the Air Force to create a detailed proposal and plan for the development and operation of the parcel, pending the developers' execution of required environmental and transmission access studies.
