New rules for broadcast cable at Edwards

Effective Oct. 1, the 95th Communications Squadron will no longer fund commercial cable television services for the Air Force Flight Test Center and associates per Air Force Instruction 64-101, Multi-channel Video Programming Distribution (Broadcast Cable).

Organizations with subscriptions to cable television will be given the option of terminating those services they no longer need or continue with the service. However, the organization will be responsible for establishing direct billing arrangements with the provider. AFI 64-101 provides important information required to establish new services, identifies funding categories and provides information on alternative service providers such as satellite vendors.

In accordance with the current instruction, the federal government grants a franchise agreement authorizing the operation of a cable system on the installation. The granting of a franchise agreement only allows the franchisee the right to engage in the business of supplying the service. It is not a contract for the service itself.

Each organization should request its own subscription to serve its commercial television or high speed internet requirement directly through its preferred provider.

Under this arrangement, if the cost of the service exceeds the micro purchase threshold of $2,500 a year, the organization would submit a purchase request through BuyIT and a purchase order would be generated. If the cost is less than the micro purchase threshold the organization would use the Government Purchase Card. In both situations each organization is responsible for paying for the cost of all installation, television and high-speed internet service fees.
