ESPC to augment energy efficiency, infrastructure

TYNDALL AIR FORCE BASE, Fla. – Cannon Air Force Base, New Mexico, is receiving energy efficiency infrastructure improvements through an Energy Saving Performance Contract awarded by the Defense Logistics Agency-Energy on June 3, 2021. 

The $19,273,847 Task Order to Ameresco is a collaborative effort between DLA-Energy, Cannon AFB and the Air Force Civil Engineer Center — a primary subordinate unit of the Air Force Installation and Mission Support Center — to support Cannon’s energy assurance needs.

The project will reduce energy consumption and maintenance costs, supporting the Air Force’s goal to improve resilience, optimize demand and assure a vital energy supply for every mission. The ESPC includes five Energy Conservation Measure upgrades to 119 buildings totaling 3 million square feet, and a solar photovoltaic system. The project will generate an energy savings of 77,883 million British thermal units and reduce carbon emissions by 10,700 metric tons annually.

“We look forward to this ESPC contract. These infrastructure improvements will both enhance the efficiency of our training and mission execution as well as reduce Cannon Air Force Base’s energy footprint, alleviating the impact to the surrounding environment and community,” said Col. Rob Masaitis, 27th Special Operations Wing commander and installation commander. “This technology upgrade will help us further optimize our wing deployment model and ensure we will always be ready to execute specialized airpower and combat support anytime, anywhere.”

Among the upgrades will be a lighting controls system that will improve night flights, said Frank Pucciano, project manager for AFCEC’s Energy Directorate.

“This award includes controls that switch the lights on and off on the North and South ramps, which will enhance mission training and resiliency by reducing manpower while still keeping Airmen safe,” Pucciano said.

The project’s conservation scope of work includes LED retrofit lighting with controls, high-efficiency transformers and heating, ventilation and air conditioning duct sealing. Construction is expected to be completed in June 2022.

The ESPC program is a tool for installations to make smart energy decisions, optimize energy using 21st century technologies and support mission assurance through energy assurance. To date, AFCEC has collaborated with contracting groups to develop and award more than $1.5 billion in energy savings contracts.
