ASC team member receives prestigious business award

An Aeronautical Systems Center team member was selected as the Department of Defense Small Business Champion Award recipient May 4.

William G. Machingo is the Chief of the Air Force Plant 42 Integrated Product Team of the Acquisition Environmental Safety and Health Division here and is the first ASC member to win a DOD-level small business award.

The ASC Small Business office submitted Mr. Machingo's nomination for his leadership in promoting outreach to and use of small businesses during the source selection for the 100 percent small business set-aside acquisition for Air Force Plant 42 operations and maintenance services. He removed barriers to competing small businesses by hosting two separate Industry Days for 15 prospective small businesses, conducting extensive market research and maintaining constant dialogue with small businesses to ensure they understood the government requirement.

Mr. Machingo demonstrated advocacy for small businesses by pursuing increased small business participation in the source selection process. His efforts helped solidify the government's requirement and resulted in Air Force teaming with small businesses to develop draft and final performance work statements.

His efforts resulted in a 5-year, $85 million contract to a woman-owned small business - the largest ASC award to a business in that category in fiscal year 2005.

"This is a great honor, but there were numerous people involved in the source selection process," said Mr. Machingo. "Without them, we could not have achieved our goals."

Mr. Machingo had previously won at the Air Force Materiel Command and Air Force levels.
