Enhanced use lease selection will benefit Kirtland AFB Published Aug. 17, 2007 By 377th Air Base Wing Public Affairs KIRTLAND AIR FORCE BASE, N.M. -- Kirtland AFB officials, along with the Air Force Real Property Agency, announced Aug. 17 the selection of Kirtland Development Partners, LLC as developer for the Kirtland Technology Park Enhanced Use Lease, or EUL, project. EUL is a tool used by the military to attract private sector capital and expertise to acquire, construct or upgrade facilities for a number of compatible uses. The Air Force is in the process of negotiating several EULs nationwide. "The Enhanced Use Lease program allows the Air Force to manage the installation's assets to achieve greater business efficiencies," said Col. Robert Suminsby Jr., 377th Air Base Wing commander. "It's a win-win situation for all involved: the Air Force is able to capitalize on underutilized assets and the private entities that lease the land are able to address the Air Force's needs such as construction, repair, maintenance and improvement of facilities." The project involves a vacant land parcel consisting of approximately 92 acres. The mixed use development could include office space, senior housing, restaurant, retail, hotel and flex-lab space. Kirtland Development Partners, together with the Air Force, will develop a business and leasing plan for the property. The plan will include concepts that are compatible with the installation's goals and objectives and will involve a long-term government lease of the land to Kirtland Development Partners. The organization will plan, design, finance, construct and market the new facilities. In addition to providing the Air Force with fair market value consideration, Kirtland Development Partners will operate and maintain the facilities.
