AFMC captures 10 Presidential Rank Awards

White House officials recently announced the 2007 Presidential Rank Awards and 10 civilians assigned to various Air Force Materiel Command agencies were among the Air Force's 16 recipients.

These awards recognize career civilian senior executive service and senior professional individuals. The recipients are leaders, professionals and scientists, who have demonstrated exceptional performance over an extended period of time.

The Presidential Rank Awards are given in two categories: distinguished and meritorious.

The distinguished award is given for sustained extraordinary accomplishments and is limited to 1 percent of the career senior executive service, defense intelligence senior executive service, or senior level scientific or professional government-wide population.

The meritorious award is given for sustained accomplishment and is limited to 5 percent of the population.

All Air Force recipients of the Presidential Rank Award will be honored at a ceremony in April 2008, and will receive a framed certificate signed by the president of the United States and a monetary bonus based on a percentage of their salary.

AFMC recipients

Winners of the 2007 Presidential Rank Award for Distinguished Senior Professionals include Dr. Alan Garscadden. He is Chief Scientist, Propulsion Directorate, Air Force Research Laboratory, Wright-Patterson AFB, and Edwards AFB, Calif. He serves as technical adviser to the AFRL commander on a wider spectrum of aeronautical research, including many facets of propulsion, aerospace power, hypersonics, laser physics, combustion and plasma phenomena and applications.

Winners of the 2007 Presidential Rank Award for Meritorious Executives include:
> Charles B. Jackson, Director, 326th Aeronautical Systems Wing, Aeronautical Systems Center, Wright-Patterson AFB. As director, his responsibilities include planning, acquisition and sustainment activities related to the wing.
> Ann-Cecile M. McDermott, Director, Financial Management and Comptroller, ASC, Wright-Patterson AFB. She is responsible for the multibillion dollar financial management of weapon systems acquisition and sustainment programs, including F/A-22, B-1, B-2, C-17, F-15, F-16 and Global Hawk.
> Ernest A. Parada, Director, 84th Combat Sustainment Wing, Ogden Air Logistics Center, Hill AFB, Utah. His organization directs all center-level staff functions for the center's supply chain management operations. He is also responsible for aircraft supply chain management for A-10 and F-16 unique components, and for Air Force landing gear and secondary power systems.
> Brenda L. Romine, Director, 542nd Combat Sustainment Wing, Warner Robins ALC, Robins AFB, Ga. She is the principal logistics adviser to the center commander and manages a workforce of more than 3,000 personnel. Her responsibilities include sustainment support for electronic warfare; avionics and ground communication; navigation; precision attack systems; airborne weapons and missiles; support equipment; automatic test systems; expeditionary airfield resources; and life support systems.
> Dr. Hendrick W. Ruck, Director, Human Effectiveness Directorate, Air Force Research Laboratory, Wright-Patterson Air Force Base, Ohio. His organization provides science and leading-edge technology to define human capabilities, vulnerabilities, and effectiveness; train warriors; integrate operators and weapon systems; protect Air Force personnel; and sustain aerospace operations.
> Judy A. Stokley, Deputy Air Force Program Executive Officer for Weapons and Executive Director, Air Armament Center, Eglin AFB, Fla. The center's air armament programs represent the leading edge of weapons technology, including developing the next generation of precision-guided munitions -- "smart" bombs -- and air superiority missiles.
> Thomas S. Wells, Director of Contracting, Headquarters AFMC, Wright-Patterson AFB. In this position he manages AFMC contracting policies, processes, people and technology.

Winners of the 2007 Presidential Rank Award for Meritorious Senior Professionals include:
> Dr. Kenneth R. Boff, Chief Scientist, Human Effectiveness Directorate, AFRL, Wright-Patterson AFB. He is responsible for the technical direction of a broad, multi-disciplinary research and development portfolio encompassing individual and organizational behavior, training, protection, and the bio and human-engineering of complex systems.
> Dr. S. Lee Semiatin, a Senior Scientist in Materials Processing and Processing Science, and research leader of the Processing Science Group, Materials and Manufacturing Directorate, AFRL, Wright-Patterson AFB. In this position, he is responsible for formulating and leading the Air Force research and development program in processing metals and composites.
