More than 1,600 winter coats and 200 blankets were handed out to Kyrgyz citizens in the Issyk-Kul region. There are seven phases to Operation Warm and Dry and the five-day mission to Issyk-kul marked the halfway point for the project. Goss is a readiness and emergency management journeyman with the 376th Expeditionary Civil Engineer Squadron deployed here from Eglin Air Force Base, Fla.
