Privatized Housing Management Specialist (NH-1173-02) Published Sept. 8, 2026 About the Role: The Air Force Test Center is looking for a Full-Time Privatized Housing Management Specialist (NH-1173-02) to work at the 412th Civil Engineering Group, 412th Civil Engineering Installation Housing Management Branch (412CE/CEIHH) at Edwards Air Force Base, CA. In this position you will assess privatization project operations and associated property management, and provide military members, their families, and eligible civilian employees with housing management and housing referral assistance. Location: Edwards, CA (Edwards Air Force Base) Typical 2026 salary range: $47,490 - $113,185 per year (includes locality) Travel Requirements: Approximately 10 days per year Areas of Consideration (AOC): Department – wide (DoD) Desired Skills: Experience with data analysis and fiscal oversight. Experience in conflict resolution. Experience in contract performance management and quality assurance oversight. Major Duties: - Gathers and evaluated data to report on the project owner's compliance with all terms of the privatization transaction documents, including maintenance, service calls, and resident services. - Ensures the project owner complies with environmental permits, Federal Fair Housing Laws, and fire, safety and security requirements. - Formulates and prepares reports for base leadership, MAJCOM, and Air Force Civil Engineer Center (AFCEC), and maintains official copies of all privatization project transaction documents. - Provides information on all available housing options and assists military members, their families, and civilian employees with applications and relocation services. - Initiates, prepares, and processes various financial documents, including household good (HHG) move orders, and assists members with adjusting rental allotments (BAH). - Investigates, documents, and acts as the primary mediator for landlord/resident disputes, discrepancies, and complaints. - Performs inspections of the privatization project's quality control program and conducts adequacy inspections of local community housing to ensure they meet acceptable standards. - Counsels members on housing policies, researches and prepares responses to inquiries and develops input for audits, studies and management reviews. Knowledge of Federal, DoD, USAF, and MAJCOM housing and furnishing management principles, theory, policies, directives, and procedures. Knowledge of the principles of construction, contract acquisition, and program management.
