About the Role:

The Air Force Test Center is looking for a Full-Time Management Analyst (Human Resources Liaison) (NH-0343-03) to work at the 412 Test Wing, Wing Staff Agencies, Director of Staff Office (412 TW/DS) at Edwards Air Force Base.

In this position, you will provide HR analytical services to the 412th Wing Staff Agencies (WSA) in regards to civilian personnel resources and manpower. Acts as the human resource liaison by providing human resources support but not limited to manpower & personnel actions, staffing, classification, employee management relations, performance management, and personnel recognition.

Location: Edwards AFB, CA

Typical 2026 salary range: $104,349 - $161,313 Per Year

Travel Requirements: Up to 15 days per year

Desired Skills:

-HR Advisory: Ability to advise leaders and employees on HR policies, procedures, and workforce matters.

-Workforce Planning: Understanding of workforce requirements, organizational structure, staffing, and position management.

-Data Analysis: Ability to analyze HR/workforce data and use it to identify trends, support decisions, and make recommendations.

Major Duties:

-Serves as an advisor to WSA leadership and supervisors on pertinent human resource matters regarding organizational design, position management, classification, manning requirements, various personnel actions to include hiring, position descriptions, certificate selections, and assistance/guidance to new employees.

-Conducts comprehensive research and analysis studies related to civilian and military manning requirements for organizations in the areas of manning, personnel, succession planning and/or special projects.

-Interprets, analyzes and implements personnel program initiatives affecting functionally-aligned personnel across multiple organizations.

-Uses and maintains human resource management information using automated tools including the Command Human Resource Information System (CHRIS), Defense Civilian Personnel System (DCPDS), Business Intelligence (BI), and various civilian personnel systems to produce spreadsheets, charts, and graphic presentations.

-Interacts independently with organizational managers to identify and define complex/difficult problems and to develop and implement strategies or techniques for resolving manning and personnel issues.

-Serves as alternate paypool administrator      

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Obtain & maintain Security clearance
  • Knowledge and understanding of complex Federal HR management functions and expertise in theories and techniques; and the basic relationships of the various HR disciplines.
  • Ability to communicate effectively, both orally and in writing; negotiate complex issues and maintain good working relationships.
  • Ability to plan, organize, and manage projects with limited management assistance and prioritize workload for efficiency and effectiveness.
  • Knowledge of data base management systems, requirements analysis, and data manipulation and extraction techniques for use in manpower and organizational analyses.
