Supervisory Housing Program Manager (NH-1173-03) Published June 22, 2026 About the Role: The Air Force Test Center is looking for a Full-time Supervisory Housing Program Manager (NH-1173-03) to work at the 412th Test Wing, 412th Civil Engineer Group, Installation Management Division, Housing Management Branch (412 CEG/CEIH) at Edwards Air Force Base. To supervise and manage the Military Family Housing Management Office and staff. To include planning, organizing, coordinating, directing operations for Privatized Housing (PH), housing referral and relocation services (HR&R), General Officer (GO) housing, and Basic Allowance for Housing (BAH). Location: Edwards, California (Edwards Air Force Base) Typical 2026 salary range $104,349 - $161,313 per year (includes Locality) Areas of Consideration (AOC): Department – wide (DoD) Desired Skills: • Expertise in Housing Operations and Facilities Management -Working knowledge of privatized housing policies, facility maintenance coordination, dorms and furnishings lifecycle management, and compliance requirements to ensure safe, high quality living environments for all residents. • Strategic Leadership and Program Management skills -Demonstrated ability to lead diverse housing programs, manage resources effectively, and drive long term operational improvements across dormitory management, furnishings operations, and military housing services. Experience in leading a multidisciplinary workforce to include trades and labor, specialists, and technician type employees working under different performance evaluation systems. • Exceptional Communication and Stakeholder Coordination -Proven skill in collaborating with installation leadership, residents, contractors, and cross functional partners while delivering clear guidance, resolving issues, and representing the housing mission professionally. Major Duties: - Exercise supervisory personnel management responsibilities at least 30% of the time - Advise and provide counsel to employees regarding policies, procedures, and directives of management - Recruit for vacancies, promotions, details, and reassignments in consideration of skills and qualifications, mission requirements, and EEO and diversity objectives - Manage compliance requirements associated with the privatized housing program to evaluate performance including occupancy, maintenance, budget and financial controls, administrative procedures, and resident relations as they comply with the transaction documents and increased compliance requirements IAW the FY20 NDAA - Establish and manage quality control and reporting measures in relation to increased workload, administration and reporting of new health and life safety inspections, on-base briefings, record keeping, change of occupancy and facility inspections, personnel management, and dispute resolution - Recommend changes, improvements, and amendments to AF, DoD, local housing Policies. Provide oversight of General Officers Housing (GOH) and ensure accuracy of cost reporting - Effectively communicate with other installation, community, and Air Force agencies with regard to overall housing program - Oversee and administer the family housing and housing referral programs by adhering to locally established policies and procedures, fostering effective liaisons with civil authorities, property owners and agents - Ensure robust management of the Housing Assistance Program and Privatized Housing by closely monitoring their activities and facilitating the provision detailed information to members regarding available housing and community services. Comprehensive knowledge in identification and application of the latest management concepts and techniques of housing programs to develop and appraise housing policies and procedures. Comprehensive knowledge of a variety of qualitative and quantitative methods for the assessment and improvement of program effectiveness and ability to develop, recommend, and implement best business practices.
