About the Role:

The Air Force Test Center is looking for a Full-Time CTEIP Program Manager (NH-1101-04) to work at the 412 Test Wing, 412 Test Engineering Group, 412 Range Squadron, Range Operations Management Flight (412 RANS/ENRO) at Edwards AFB in Edwards, CA.     

The squadrons within the 412th Test Engineering Group provide engineering and business support to the Test and Evaluation (T&E) mission of the Air Force Test Center (AFTC) and the 412th Test Wing (TW). This includes the infrastructure to administer the respective squadrons. The 412th Range Squadron manages the 412 TW range complex and all personnel and equipment assets that comprise the range instrumentation array, range control systems and scientific computer systems. The 412th Range Squadron accomplishes intra and inter-range interface, coordination and control to satisfy multiple-service flight test mission requirements. This flight is responsible for development of advanced test and training technology solutions for multiple Major Range and Test Facility Bases (MRTFB) across all military services for the Office of Secretary of Defense (OSD) Central Test & Evaluation Investment Program (CTEIP).

Location: Edwards, CA (Edwards Air Force Base)

Typical 2026 salary range: $146,632 - $197,200 per year (includes Locality)

Travel Requirements: Up to 30% travel possible

Areas of Consideration (AOC): Installation - wide (Edwards AFB)

Desired Skills:

- Expertise in system engineering, to evaluate the execution and transition of a wide variety of Spectrum Efficient Technology (SET) Projects current and future.

- Familiarity with range telemetry systems, and Instrumentation systems.

- Communication skills for technical briefings to SL, GS-15/NH-IV and groups > 50 people desired.

Major Duties:

- Develops a Human Capital Strategy across the flight integrating recruiting and hiring, individual development plans, training plans and career paths/tracks, complemented by well-written and well-executed contribution plans and mid-point and annual appraisal feedback.

- Establishes and manages integrated developments and technology demonstrations using sound technical, programmatic, and acquisition disciplines to facilitate success. 

- Manages employee performance by initiating administrative actions, assigning work, establishing training requirements, evaluating performance, and maintaining appropriate records.

- Serves as a senior Program Manager (PM) for the Office of Secretary of Defense (OSD) Test Resource Management Center T&E/S&T with the responsibility for development of advanced test and training technology solutions for multiple MRTFB across all military services.

- Coordinates the activities of several MRTFB field agency development projects to provide integrated and comprehensive solutions.

- Communicates program objectives and status to MRTFB and DoW senior leadership.

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Obtain & maintain Top Secret security clearance.
  • Expert knowledge in program and project management concepts, principles, and techniques applied across multiple, interrelated test technologies and test capabilities.
  • Ability to understand overall project objectives and to coordinate the efforts of various functional disciplines (e.g., project control, testing, engineering, contracting, logistics support, etc.) to ensure projects are developed and produced within established cost and schedule parameters.
  • Demonstrated ability to plan and organize work, coordinate with other test organizations, support organizations, Air Force and, DoW organizations, and other domestic and foreign government agencies.
  • Highly skilled capacity to communicate effectively with a broad range of personnel to present technical and programmatic presentations, papers and briefings at high Program Management organizational levels.
