About the Role:

The Air Force Test Center is looking for a Full-Time Management Analyst (NH-0343-02) to work at the Personnel Directorate (AFTC/DP) at Edwards Air Force Base, CA.

 

The primary purpose of this Management Analyst position is to provide comprehensive administrative and management advisory services that drive organizational efficiency and support the Personnel Directorate's daily operations. Acting as a central focal point, the incumbent is responsible for planning, executing, and evaluating a diverse portfolio of critical administrative programs, including personnel recognition, training coordination, budget tracking, and travel management. By gathering and analyzing operational data, the analyst identifies areas for improvement, optimizes internal workflows, and resolves administrative challenges while ensuring strict compliance with Department of Defense and Air Force regulations. Ultimately, this role facilitates the seamless flow of information and resources, enabling senior leadership to make informed decisions and ensuring the organization successfully meets its mission objectives.

Location: Edwards AFB, CA

Typical 2026 salary range: $ 47,490  to $ 113,185 per year (includes Locality)

Travel Requirements:  approximately 15 days

Desired Skills:

- Strong organizational abilities to manage multiple tasks, prioritize responsibilities, and a maintain structured workflow in a dynamic environment.

- Sound expertise in administering the full spectrum of civilian and military recognition programs.

- Analytical skills and techniques to interpret human resources and administrative policies to solve problems.

Major Duties:

Plans and manages administrative programs including awards, training, and government travel/purchase cards.

Conducts analytical studies to identify operational issues and improve organizational program effectiveness.

Coordinates and de-conflicts the flow of tasks and information for directorate leadership.

Monitors budget execution for travel and supplies to ensure compliance with federal regulations.

Advises staff on administrative policies and prepares briefings and reports for senior leaders.

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Must be able to obtain and maintain a security clearance.
  • Knowledge of Department of Defense/War (DoD/W), Office of Personnel Management (OPM) and Dept of Air Force management and organization principles, concepts, methodologies, policies, guidance, and directives.
  • Knowledge of analytical and evaluative techniques used to identify, consider, and resolve issues or problems concerning efficiency and effectiveness of program operations to devise organizational structuring options for complex, diverse organizations.
  • Knowledge of an extensive body of civilian and military HR rules, procedures, and operations sufficient to provide advice to management , interpret regulations, monitor and track requests for actions, and ensure forms.
  • Skills in gathering, assembling, and analyzing facts; drawing conclusions; devising solutions to problems; identifying changes and trends; and preparing and presenting briefings and reports.
