About the Role:

The Air Force Test Center is looking for a Full-Time Management and Program Analyst (Recruiter) NH-0343-03 to work at the 412th Test Wing, 412th Electronic Warfare Group, Command Staff (412 EWG/EWG) at Edwards Air Force Base.

 

Serve as the 412th Electronic Warfare Group (EWG) Recruitment Manager, and primary liaison to the Edwards Air Force Base Civilian Personnel Section, with the responsibility of planning/executing the full range of recruitment strategies to obtain civilian employees with the necessary skills to carry out the mission of the 412th Test Wing (TW) engineering organizations, and related management advisory services for all organizations assigned to 412 EWG.  Provide manning workload-forecasting information that includes capabilities utilization, schedule and resource expenditure profile for all organizations assigned to 412 EWG.

Location: Edwards CA (Edwards Air Force Base)

Typical 2026 salary range: $104,349 - $161,343 per year (includes Locality)

Travel Requirements: Subject to Temporary Duty Assignment (TDY) by military or commercial aircraft approximately 60 days per year.

Major Duties:

- Manage the EWG Force Renewal Programs which encompass, Palace Acquire Program (PAQ), Premier College Intern Program (PCIP) and Science, Mathematics and Research for Transformation (SMART) programs.

- Develop guidance and procedures for the incorporation of new methodologies into existing Group Management Systems. Assists the Group Commander and Senior Leadership with strategic development of workforce requirements in conjunction with Group metrics. Research and analyze data, identifying problem areas as required to keep the Group staff informed of deviations or adverse trends in conjunction with cost related management activities.

-Provide tactical and strategic recruitment services to organizations assigned to 412 EWG.

- Regularly meets with management offices to discuss work status, get feedback on recruitment programs, plan time phasing of placement, and to stay informed of functional issues, new workloads, long-range personnel needs, problems encountered, and other matters that would impact on recruitment and placement.

- Coordinate with hiring officials the priorities for positions to be filled.

- Lead or participate in special projects, job fairs, and university outreach associated with engineering recruitment and retention.

- Determine support needed, arranges for and accompanies managers and selecting officials on recruiting trips, social/networking events at colleges or within 412 TW, meetings between candidates and management officials, area tours and similar functions.

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Obtain & maintain Secret Security Clearance.
  • Knowledge of the operations, products, services, needs and goals of the test program(s) and the organizations studied or served, and related customers, functions, resources and users.
  • Knowledge of data base management systems, requirements analysis, and data manipulation and extraction techniques for use in manpower and organizational analysis.
  • Ability in gathering, assembling, and analyzing facts; identifying changes, trends, and problems; applying analytical and evaluative techniques; drawing conclusions; and devising solutions to problems or issues of a procedural or factual nature in order to make appropriate recommendations.
  • Ability to carry out and complete assignments involving work with diverse and dynamic groups by gaining their cooperation with tact, courtesy, and diplomacy and moving them towards an ownership of their objective without imposing personal bias.
