About the Role:

The Air Force Test Center is looking for a Full-Time Test Management/Program Manager (NH-0343-03) to work at at the 412th Test Wing, Test Management Division (412 TW/TMG) at Edwards AFB, CA.

In this position you will serve as the Test Wing focal point to both external and internal customers for identification of test support requirements.  Provides project management on unique AFTC test support projects.  Accomplishes Test Wing Statement of Capability (SOC) representing the AFTC in the program formulation process.  Provides workload forecasting and operates/maintains the job order number management process.

Typical 2026 salary range: $104,349 - $161-313 Per Year (includes Locality)

Travel Requirements: <25%

Areas of Consideration (AOC): Installation  – wide (Edwards AFB)

 

Desired Skills:

- 2 years of proficiency in Microsoft Office (Word, Excel, PowerPoint, Teams, etc.)

- 2 years of proficiency in 412 TW Test and Evaluation Operations, Procedures, Processes

- 2 years of experience in electronic records management (ERM) management

Major Duties:

- Functional expert; executes the 412 TW Program Introduction (PI)/SOC process.

- Develop SOCs/ROMs to document project mission, test requirements and 412 TW support.

- Prepares and submits formal cost estimates IAW financial management policies.

- Collects, analyzes, and assembles data; and prepares reports/briefings for leadership.

- Participates in creating, identifying, and improving AFTC PI/SOC processes.

- Provides direction for support organizations on accomplishing C&REs and validate all resources.

- Analyze C&REs for accuracy/content; compare historical estimates/actuals and similar projects.

- Act as a liaison between SPOs, PMs, and Budget Analysts to develop cost estimates.

- Document processes and provides on-the-job training presentations for team members.

- Maintain complete/accurate records accessible to team members and leadership.

  

Qualifications/Requirements:

  • U.S. Citizenship
  • Depending on the type of position (competitive/excepted) you are selected for, you will be required to serve a 1-year probationary period OR 2-year trial period
  • Upon completion of your probationary/trial period, your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest
  • Obtain & maintain Security clearance
  • This is a designated Drug Testing Position
  • Knowledge of the operations, products, services, needs, and goals of the project(s), the AFTC support organization capabilities, off-range capabilities, and users.  Knowledge of financial management policies, procedures and directives.
  • Ability to recognize and analyze problems, conduct research and summarize results, and make appropriate recommendations; ability to research, analyze, interpret and apply rules, regulations, sand procedures.
  • Ability to communicate orally and in writing; plan and execute complex multi-faceted projects simultaneously and to meet and deal with customers using a high degree of tact and diplomacy.
  • Ability to organize and lead special study teams and to maintain good working relationships.
