About the Role:

The Air Force Test Center is looking for a Full-Time Combined Test Force (CTF) Administrative Officer (NH-0341-03) to work at the 412th Test Wing, Test Management Division (412 TW/TMG) at Edwards AFB, CA.     

In this position you will serve as the Business Leader for a 412 TW Combined Test Force (CTF) performing advisory services on an array of highly diversified and complex resource management, cost management, programmatic and budgetary issues, ensuring integration across the 412 TW.

Location: Edwards AFB, CA

Typical 2026 salary range: $104,349 - $161,313 per year (includes Locality)

Travel Requirements: <25%

Desired Skills:

• 7 years of resource management experience, desired

• 5 years of flight test experience, desired

• 5 years of team lead experience, desired

Major Duties:

• Focal point for all CTF business functions to include, but not limited to budget, resource, and cost management; manpower; contracts and purchasing; customer support agreements; flying hours; aircraft fleet sizing studies; long-range planning; and business analysis metrics.

• Oversees the formulation of business and budget strategies and creates big picture funding and resource requirements for the CTF.  Communicates, influences, and advises CTF Director on all CTF business matters, obtaining approval from CTF, Operations Group and 412 TW management, as applicable.

• Participates in long- and short-range programmatic planning, analyzes all CTF resource requirements (finances, manpower, and facility requirements), and generates financial/programmatic impact statements to justify resource requirements.

• Conducts, leads, participates, or organizes comprehensive studies to assess the effect of current and future workload and resource utilization across the CTF.  Develops briefings and recommendations to CTF leadership and 412 TW customers on impacts.

• Defends resource requests to all levels of TW and AFTC management and MAJCOM headquarters and communicates the programmatic effects of shortages of funds.

• Develops and formulates the Financial Plan, Budget Execution Summary and Program Object Memorandum requests on behalf of the CTF for all sources of funds.

• Oversees and manages the support agreement processes (Statement of Capabilities, Letter of Agreements, etc.) for the CTF.

• Manages the military and civilian manpower requirements including co-located personnel.  Identifies requirements for new positions, defends manpower requirements and compiles necessary documentation.

Qualifications/Requirements:

-U.S. Citizenship

-Obtain & Maintain Security Clearance

-This is a Designated Drug Testing Position

- Skill in applying analytical, statistical, and evaluative methods and techniques to devise, analyze, and prioritize management resource issues.

-Knowledge of planning, programming, and budgeting regulations, guidelines and processes.

-Knowledge of Air Force and DoD RDT&E policies, procedures, and management practices including the AFTC and AF organizations as they relate to procurement, acquisition, personnel, budget and logistical support.
