Management and Program Analyst Position (NH-0343-03) Published March 5, 2026 About the Role: The Air Force Test Center is looking for a Term Management and Program Analyst Position (NH-0343-03) to work at the 412th Test Wing, 412th Maintenance Group in the 412th Maintenance and Operations Flight’s Organizational Design and Improvement Office (412 MXG/MXOPO) at Edwards Air Force Base California. In this position you will conduct studies in project areas, using analytical tools such as Benchmarking, Lean Depot Repair and Six Sigma methodologies, to improve processes or eliminate unnecessary procedures within the 412th Maintenance Group. This position serves as team member within the Continuous Process Improvement Office overseeing and managing process improvement projects pertaining to aircraft maintenance and related staffing functions. Desired Skills: - 2-3 years of experience in development/application of manpower requirements, operational audits, manpower & organizational change request, program objective memorandum and or Air Force Manpower Standards desired. - 3-4 years of data analysis experience with business, logistics, or maintenance (MX) in development, use, and reporting of metrics or measures with experience in aircraft or equipment MX, test related logistics, acquisition process, with professional MX certification program level 1 or 2 is desired. - 2-3 years of experience in development and use of information systems, databases and dashboards applications to support management functions with Microsoft and related Power Tools is desired. Major Duties: - Serves as a Continuous Process Improvement (CPI) team member, interacting independently and proactively with multiple organizations to facilitate organizational process improvement efforts. - Plans, conducts, and/or leads studies of current work processes to identify opportunities for efficiencies within functional areas. - Accomplishes analytical and modeling studies focused on reducing organizational inefficiencies and operational variances. - Develop and models alternatives for improved work processes, quantifying methods and procedures used to develop recommended improvements. - Recommends business process modifications and resource allocations to improve organizational efficiency and effectiveness. - Facilitates teams and trains supporting work area employees in continuous process improvement tools and concepts through joint efforts. - Works with process owners to ensure improvement efforts meet expected benefits without compromise to organizational mission requirements. - Researches, identifies and leverages industry best practices and innovations for potential implementation throughout the organization. - Develops efficiency-oriented business tools using advanced management concepts and industry information tools to support MX business functions. - Assists in preparing detailed plans, budgets, and schedule submissions for assigned programs and aides in submitting requirements for fiscal planning (e.g., PPBS, etc.); works with others to effectively integrate requirements into the annual Program Objective Memorandum (POM). Qualifications/Requirements: - U.S. Citizenship - Obtain & maintain Security clearance - Subject to Temporary Duty Assignments (TDY): Approximately 30 days per year. - Knowledge of mission, organization, and processes associated with aircraft MX, modification, testing, support activity policies, procedures, and management practices as it applies to aircraft systems undergoing flight and logistics testing. - Knowledge and skill in the application of DOD, Joint, AF, and industry management/industrial engineering principles, concepts, and methodologies, as well as knowledge of qualitative and quantitative analysis techniques associated with continuous process improvement. - Knowledge and skill to gather, assemble, and analyze facts, draw conclusions, conceptualize, and devise innovative solutions to problems or changes in trends related to manpower and resource availability, utilization, and productivity. - Skill in computer system operation, use of standard office software (such as word-processing, spreadsheets, presentations, databases, program management, office automation, and dashboard related software), statistical model and simulation software; ability to resolve difficult technical/management problems within a team environment and provide value added input. ***Resumes limited to two pages.
