The Air Force Civilian Service is looking for a Full-Time Test Project Manager (NH-1101-03) to work at the Air Force Materiel Command (AFMC) in the Air Force Test Center (AFTC), at the 412th Test Management Directorate, at Edwards AFB in Edwards, CA. This position is to replace existing and future projected loss in CY26. The primary purpose for this position is to serve as Test Program/Project Manager directing or supporting the test activities of Department of War (DoW) funded acquisition, Foreign Military Sales (FMS) and commercial test efforts. Announcement Length/Closes: 10 Days Location: Edwards AFB, California Typical 2025 salary range: $104,349-$161,313 per year (includes Locality) Areas of Consideration (AOC): Installation – wide (Edwards AFB) Desired Skills: -Flight Test Experience desired Major Duties: Establishes and maintains effective working relationships with the project engineer, project pilot, logistics lead, other project team members, stakeholders, resource providers, customers, program offices, the home office, and other organizations within the AF or DoD arena and/or with outside organizations or companies that have a stake or role in the project or its outcome. Leads, manages, and directs the collective efforts of a multi-disciplined staff of military, civilian, and/or contractors to plan and execute test projects in accordance with applicable DoD, Air Force, AFTC, and 412 Test Wing directives and operating instructions. Coordinates resources for timely execution of project activities. Executes, controls, and monitors project tasks according to the project schedule, manages risks, and resolves issues to successfully deliver project results. Manages project cost relative to approved budgets and available funding. Works with the project team to devise/determine and implement corrective actions as necessary to meet cost, schedule, and performance commitments. Communicates project status, accomplishments, problems/analysis/solutions, and requirements for support to key stakeholders. Ensures project deliverables are provided to the customer in accordance with the project plan/SOC requirements. Ensures timely administrative closeout procedures to include customer surveys are accomplished. Maintains up-to-date and accurate project information within standard cost, schedule, and metrics reporting systems. Contributes to the Capability Analysis and Risk Assessment (CARA) and strategic planning process in collaboration with the Platform Lead and functionals. Ensures required training is current and complete. Continues to improve proficiency in use of 412 TW standard project management tools and procedures. Provides feedback to the Program/Platform Lead and Flight Chief on effectiveness and efficiency of tools and procedures to support the project management function.
