About the Role:

Full-Time Supervisory Project Manager Flight Chief (NH-1101-04) to work at the 412th Test Management Division (412 TW/TMG) at Edwards AFB, CA.

Serve as a member of the 412th Test Management Division (412 TMG) leadership team and supervisor of project managers who plan and execute test and evaluation (T&E) projects at the AFTC. Provides training, career guidance, and test management expertise for the 412 TW project management workforce and the AFTC. The incumbent participates in project management reviews, core team, stakeholder, and integrated product team meetings.

Typical 2026 salary range: $103,316 - $160,032 per year (includes Locality)

Desired Skills:

- Desired 10 years of experience in project management processes and methodologies including schedule management, cost estimating, cost management, and risk management.

- Desired 5 years of flight test experience.

- Desired 5 years of test program lead experience including the ability to train, mentor, and communicate effectively to subordinates and peers and manage the workload of an organization.

 

Major Duties:

- Supervise approximately 20-25 civilian project managers matrixed to the Combined Test Forces (CTFs) and other 412 TW organizations in the execution of Test and Evaluation (T&E) projects in support of the DoD Acquisition Process.

 

- Evaluate performance, review appraisals, provide feedback, resolve complaints, affect disciplinary actions, and recommend measures in serious cases for all employees. Additionally, recruit, interview, and select employment candidates and generate requests for appointments, reassignments, and promotions.

 

-Develop and sustain the core expertise required to integrate and apply project management methods, tools, and procedures across the 412 TW, including executing and monitoring organization programs for formal and informal training needed to develop and maintain workforce proficiency.

 

- Manage and develop the project manager workforce through assignments that balance mission needs, depth and breadth of experience, personnel career goals, potential, and future needs of the 412 TW and AFTC.

 

- Demonstrate expertise in the area of total weapon system integration and test, with emphasis on DoD acquisition processes. Manage processes to accomplish integration; establishing quality processes, understanding of system engineering principles, competency in acquisition program management concepts, and knowledge across multiple interrelated and integrated disciplines.

 

-Develop and adopt innovation directly related to industrial project management and workforce management processes and tools applicable to T&E.

 

- Implement quality management programs to develop useful metrics for measuring project management processes' status, ensuring training, proficiency, uniformity, performance, and compliance with organizational, Wing, and Higher Headquarters standards.

 

Qualifications/Requirements:

- U.S. Citizenship

- Obtain & maintain Top Security clearance.

- This is a designated Drug Testing Position.

- Education requirements: None.  Bachelor’s and/or Master’s degree desired

- Financial Management Statement/OGE 450

- Expert knowledge in one or more of the areas of program management, business management, maintenance and logistics as applied to the T&E mission area.

- Strong ability to plan and organize work, coordinate with other test organizations, support organizations, Air Force, and DoD organizations, and other domestic and foreign government agencies.

- Expert knowledge in test and evaluation practices and procedures including use of test facilities across the Air Force and DoD.

- Expert knowledge in continuous process improvement procedures and methodologies.
