About the Role:

The Air Force Test Center is looking for a Full-Time Deputy Base Civil Engineer (NH-0801-04) to work at the 412 Test Wing, 412 Civil Engineer Group, (412 CEG/CE) at Edwards Air Force Base.

 

Supports the Base Civil Engineer in managing the activities and personnel of the organization, through Squadron Commanders, Division Chiefs and subordinate staff; oversees the efforts to acquire, construct, maintain, and operate real property facilities; provides related management, engineering, utility, and other engineer support services (e.g. Engineer Service Contracts, Emergency Management, Fire Support Services, Explosive Ordnance Operations/Disposal and Environmental Management) to the installation and its missions.

Location: Edwards Air Force Base

Typical 2025 salary range: $145,180- $195,200 per year (includes locality)

Areas of Consideration (AOC): Department – wide (DoD)

Desired Skills:

• 10 years of experience as an Civil Engineer Flight Commander or above.

• 2 years of experience managing or supervising over 400 people.

• 2 years of experience working with the emergency services functions within CE.

Major Duties:

• Serves as the Deputy Base Civil Engineer responsible for providing, operating, and maintaining highly complex infrastructure and facilities necessary to create and sustain responsive and effective combat operation on a global basis

• Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters

• Establishes, revises or reviews policies, procedures, mission objectives, and organization design to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements

• Exercises discretionary authority to approve allocation and distribution of funds in the Civil Engineering budget. Enforces support contingency operations by providing engineer support capabilities to employ, protect, sustain and recover forces to meet Air Force and Joint taskings.

 

Qualifications/Requirements:

• U.S. Citizenship

• Obtain & maintain Security clearance

• Education requirements (ABET Accredited Engineering Degree)

• Financial Management Statement

• Knowledge of a broad range of professional engineering concepts, principles and practices; extensive familiarity with architectural/engineering disciplines.

• Extensive knowledge of Base Civil Engineer mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives and policies.

• Thorough knowledge and understanding of the trades, professions, procedures, methods, equipment, materials, limitations and applications involved in civil engineering activities.
