About the Role:
The Air Force Test Center is looking for a Deputy Director for Installation Support (NH-0301-04) to work at the 412th Test Wing, 412th Mission Support Group, Operating Location Air Force Plant 42 at Edwards Air Force Base, CA.
The purpose of this position is to assist in the execution of the Operating Location (OL) Air Force Plant 42 (AFP 42) Base Operating Support mission, to serve as the Deputy Director to maintain a safe, secure and operational Government Owned Contractor Operated (GOCO) infrastructure for the business campus as well as support of the industrial mission partners and customers to produce, modify, maintain and test weapons systems. Serve as supervisor/manager of the activities and support services of the organization at Air Force Test Center, 412th Mission Support Group Operating Location Air Force Plant 42, Palmdale, CA 93550.

Typical 2025 salary range: $145,180 - $195,200 per year (includes locality)

Desired Skills:
- Knowledge of planning, programming, and budgeting cycles; financial systems and restrictions on expenditure of funds; and standard contracting regulations, practices, and procedures.
- Ability to analyze, plan, coordinate, and adjust work operations in support of the industrial production plant enterprise comprised of multiple mission partners, various organizational segments, defense contractors, federal, state, county and local city officials, union representatives and community groups to meet mission requirements and objectives within available resources.
- Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations. Ability to communicate both orally and in writing, develop professional presentations for senior leadership as well as deliver/brief higher headquarters, distinguished visitors to include community groups, key customers and coordinating officials.
- An advanced Degree(s) such as a Master or Ph.D. is highly desired.
- Previous experience at an installation, Numbered Air Force, MAJCOM or Headquarters Air Force is highly desired.
Major Duties:
- Exercises supervisory personnel management responsibilities, assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments and capabilities of employees.
- Provides higher level management direction to subordinate squadrons: Civil Engineering, Business Integration, Security Forces, Logistics and Airfield Management.
- Services provided are complex and are complicated by the varied and dispersed facilities of the Operating Location, very large scope of operations, the variety and critical sequencing of operations, the requirement to coordinate among a wide range of diverse functions and occupations, and the broad range of urgent situations to provide customers with the required services.
- Oversee ongoing and highly complex coordination between work groups both inside and outside the organization.
- Reviews and structures organization to optimize use of resources and maximizes efficiency and effectiveness of the organization.
- Balances workload and provide overall direction and vision to the subordinate branch chiefs on a wide range of functional and administrative issues, establishes metric and analysis systems managed to assess efficiency, effectiveness and compliance with regulatory procedures.
- Establishes, develops, and maintains effective working relationships with senior leadership and MAJCOM, AF working groups, other federal, state, county and local city officials, union representatives, community groups, etc.
Qualifications/Requirements:
- U.S. Citizenship
- Obtain & maintain Secret Security clearance.
- Financial Disclosure Statement: Must file an OGE-450, Confidential Financial Disclosure Report. Employees are required to attend annual ethics and procurement integrity training.
- May be required to work irregular duty hours including evenings, weekends, and/or holidays.
- Subject to Temporary Duty Assignment approximately 14 days per year.
- Knowledge of complex and varied base operations support mission requirements for the Government-owned Contractor Operated industrial production plant as well as management/leadership/collaboration requirements to work in support of the Air Force Life Cycle Management Center Acquisition Environmental and Industrial Facilities Division's mission.
- Knowledge of ground/industrial/aviation safety and physical security regulations, practices, and procedures in relation to the industrial production plant's protection.
- Ability to plan, organize, and direct the industrial production plant's functions and mentor, motivate, and appraise the staff of an organization through subordinate supervisors.
- Ability to analyze, plan, coordinate, and adjust work operations in support of the industrial production plant enterprise comprised of multiple mission partners, various organizational segments, defense contractors, federal, state, county and local city officials, union representatives and community groups to meet mission requirements and objectives within available resources.
