About the Role:

The Air Force Test Center is looking for a Full-Time Program Analyst (NH-0343-03) to work at the 412th Wing, Plans and Programs, Business Operations Division (412 TW/XPO) at Edwards Air Force Base, CA.

Serves as Program Analyst for the Business Operations section of the 412th Test Wing Plans and Programs office. Facilitates full range of planning processes, improvement initiatives, capabilities-based resource allocation and financial execution activities for Research, Development, Test & Evaluation in support of 412 Test Wing mission objectives.

Location: Edwards, CA (Edwards Air Force Base)

Typical 2025 salary range: $103,316-$159,716 per year (includes locality)

Travel Requirements: Up to 25% travel possible

Areas of Consideration (AOC):

  • 4 years of experience in ops research, applied statistics, or process improvement desired

Major Duties:

  • Leads and participates in teams planning & programming TW resources for the building of both the TW Test & Evaluation (T&E) and Operations and Maintenance (O&M) Program Objective Memorandum (POM) and the execution year Financial Plans (FinPlan).
  • Analyzes future Major Range and Test Facility Base (MRTFB) program user requirements and initiates actions to accommodate new program's needs in both T&E and O&M POM and FinPlan development.
  • Facilitates knowledge management framework development of key processes to include accumulation, storing, and sharing of knowledge through collaborative tools
  • Analyzes and evaluates substantive problems and issues of effectiveness and efficiency of TW work operations in programs such as the TW/NASA/AFRL Alliance, Process Improvement, Requirement Approval Documents & Contractor Performance Assessment Reporting administrative oversight.
  • Performs high-level strategic planning to improve organizational direction and focus, using strategic planning tools and techniques.

Qualifications/Requirements:

  • U.S. Citizenship
  • Obtain & maintain Security clearance
  • The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months
  • Subject to Temporary Duty Assignment approximately 10 days per year.
  • Well-developed skills in a wide range of management and program analyst concepts, principles and practices as they apply to organization operations, systems and resources and ability to apply this knowledge to difficult and complex work assignments.
  • Knowledge of Test and Evaluation customer requirements, methods of test and evaluation, and Test and Evaluation business management activities to precisely articulate resource requirements and develop resource allocation/reallocation recommendations.
  • Knowledge of the financial, budgetary, maintenance and operational plans, policies, and programs of the organization to forecast budgets for installation programs and systems and the probable effects of changes in current and future year funding requirements.
  • Familiarity with applied statistics, data analysis, visualization engineering, office automation, and process improvement or innovation methodologies.
