Congratulations to Tech. Sgt. David M. Rafter, the 412th Test Wing’s Warrior of the Week.  Rafter is assigned to the 412th Aircraft Maintenance Squadron, as the 411th Aircraft Maintenance Unit F-22 Lead Low Observables Inspector.  Rafter is in charge of the Air Force’s only F-22 Signature Management Plan worth more than $4.6 million.  His keen eye for detail helped identify and correct 23 critical post-flight discrepancies, which in turn landed him a slot as guest speaker at the National F-22 Tactical Interface meeting.  Rafter’s research efforts clarified acute maintenance trends that skewed the Air Force’s aircraft availability rate recently at 46 percent.  His expertise helped combine several MAJCOMs to effectively develop ways to increase the health of the fleet worth an estimated $29 billion, more than 53 percent.  Rafter’s commitment to excellence has significantly combined our Test Wing mission to “Ensure War Winning Combat Capabilities” with our Maintenance Group mission to “Provide Safe and Effective Aircraft” around the globe.
