About the Role:

The Air Force Test Center is looking for a Full-Time General Engineer (NH-0801-03) to work at the 412th Test Wing, 412th Test Engineering Group, 412th Range Squadron, Applied Spectrum Technology Research Office (ASTRO) (412 RANS/ENRA) at Edwards Air Force Base.

 

The primary purpose of this position is: to serve as a senior professional engineer responsible for test engineering activities in assigned programs/projects. Considered a technical expert for the organization in test engineering assignments; employee provides technical leadership and management in planning, analyzing, and reviewing test and evaluation efforts. Employee applies advanced multidisciplinary engineering techniques and management principles to determine optimum test approaches and procedures for achieving program test and evaluation objectives, and/or to determine operational or technical adequacy of item or system requirements or specifications.

Typical 2025 salary range: $103,316 - $159,716 per year (includes locality)

Desired Skills:

 

• 5 years of radio frequency (RF) engineering experience desired

Major Duties:

• Performs a broad range of multidisciplinary professional engineering work as the lead project engineer for RF systems development and integration efforts, providing engineering direction, establishing technical baselines, and ensuring alignment with TRMC modernization objectives

• Oversee contractor development teams by defining technical expectations, evaluating deliverables, validating project progress, and ensuring compliance with contract requirements, SOWs, and government standards

• Plan, coordinate, and conduct advanced RF system architecture analysis, including propagation modeling, link budget analysis, spectrum utilization, waveform performance assessment, and interference characterization.

• Develops plans for conducting tests (or a series of tests) to evaluate system design, define instrumentation requirements, support real-time test execution, evaluate measured data, and verify that project outcomes meet performance thresholds and capability needs

• Lead the government’s validation and verification process by assess the adequacy, accuracy, and completeness of contractor test reports, models, prototypes, and engineering products to ensure technical acceptability

• Translate capability needs into measurable technical requirements, maintain configuration control over engineering documentation, and adjudicate proposed changes across distributed contractor/government teams

• Provide expert technical advice on RF engineering, spectrum efficiency, telemetry, and range modernization to senior leadership, program mangers, and cross-functional stakeholders across the MRTFB enterprise

• Identify technical, schedule, and integration risks; recommend mitigation strategies; and prepare engineering decision packages or trade studies to support milestone decisions and resource prioritization

• Lead and participate in interdisciplinary working groups involving operations, spectrum management, cybersecurity, instrumentation, and range scheduling to integrate solutions and resolve technical issues

• Prepare and present technical briefings, status reports, engineering analyses, and decision documentation for government review, ensuring traceability of results and clear communication to leadership and external partners

Qualifications/Requirements:

• Obtain & maintain Top Secret Security clearance

• This is a designated Drug Testing Position

• Education requirements: A professional engineering degree at the bachelor’s level from an ABET accredited institution is required.

• This position has been designated as an Non-Critical Acquisition Position and is covered by the Acquisition Professional Development Program (APDP). The selectee must meet or be capable of achieving the APDP certification as designated on the position description within the defined grace period for that certification level after assignment. This position also requires the employee to engage in acquisition continuous learning activities achieving 80 Continuous Learning points every 24 months.

• PHYSICAL EXAM REQUIRED WHEN DUTIES REQUIRE FLYING: Member must obtain and maintain a valid FAA Second Class Medical Certificate and abide by the rules and regulations documented in the FAR/AIM associated with the medical certificate or obtain and maintain a certified AF Flying Class III IAW AFI 11-402, para 1.5.1. and the Medical Standards Directory (MSD). Comply with AFI 48-123 and MSD for continued flying class III qualifications and requirements to see flight surgeon for DNIF/RTFS determination. May require frequent CONUS and/or foreign travel, depending on project requirements.

• Knowledge of a wide range of professional engineering concepts, principles, practices, standards, methods, techniques, materials, and equipment to effectively apply advanced multidisciplinary engineering theories and concepts to test and evaluation activities and advisory services.

• Knowledge of advanced system/item development testing and evaluation sufficient to apply experimental theories and/or new applications to issues and provide technical advice and direction in support of test activities.

• Knowledge of the principles of system engineering and program management to ensure system requirements, interfaces, capabilities, and program factors are considered in planning, monitoring, and reviewing tests and test results.

• Knowledge of security guidelines, safety issues, and relevant government and industry standards, regulations, practices, and procedures.

• Skill in negotiating and/or defending test results, test program concepts, and in communicating clearly, concisely, and with technical accuracy.
