Mr. Michael Huggins is Chief of the Space and Missile Propulsion Division, Propulsion Directorate, Air Force Research Laboratory, Air Force Materiel Command, Edwards Air Force Base, Calif. He directs the planning, formulation, and execution for research, exploratory and advanced development programs in engineering and scientific areas related to advanced missile, rocket, and space propulsion technologies.

Mr. Huggins entered the Department of Defense Civil Service in 1987 after employment as an Aerospace Engineer for Rockwell International. He has directed the Advanced Concepts Division, the Rocket Propulsion Division and the Space Sector Plans Division for the Air Force Research Laboratory. He served as Director of the Propulsion Business Resources Division, Deputy Director of the Propulsion Engineering Division and Chief of the Component Engineering Branch for the Phillips Laboratory.
