Contract specialist wins AFMC sci-tech award

An Edwards contractor won an Air Force Materiel Command Contracting Civilian award for the period of Oct. 1, 2005 to Sept. 30, 2006.

Dwight Franke, a contracting specialist with the Air Force Flight Test Center Contracting directorate, won AFMC's science and technology award.

"I was really quite surprised with the reward," Franke said. "I work with a lot of highly qualified people and have learned a lot from them. My supervisors have been great as they have allowed me to go out and get the job done while keeping me on track."

Mr. Franke successfully led critical Research for the Propulsion Science source selection cost team and was praised by program managers for completing the job on-time and correctly, said Col. Douglas Constant, AFFTC Contracting Directorate commander.

Mr. Franke also analyzed three complex cost proposals, developed probable cost positions and expertly wrote the cost portion of the Proposal Analysis Report, Colonel Constant said.

He performed extensive coordination and teaming to analyze and negotiate contract awards for new engines for the Air Force, Colonel Constant said.

"I worked on several Research and Development contracts from large solid rocket motor modeling and simulation efforts to Small Business Innovation Research contracts," Mr. Franke said. "The SBIR contracts were fun as they exposed me to several small businesses working cutting edge technology and I think I was able to help them work though the learning curve of contracting with the government."

Mr. Franke has a master's in business administration and received Acquisition Professional Level I certification in contracting. He is working to get Level II Certification.

"My main goal is to keep learning so I can add more value to the process and get the job done as efficiently as possible," Mr. Franke said. "I'm now working in the J-Tech program office which manages and administers contracts. It's a new challenge and a great opportunity to learn and contribute to the Edwards mission."
