What Does COVID-19 Mean For Me?

The 94th Air Wing (94 AW) Commander declared a Public Health Emergency (PHE) on 25 Mar 2020 in accordance with DoDI 6200.03 and AFI 10-2519 in response to COVID -19.  This declaration will provide Dobbins Air Reserve Base (DARB) the tools necessary to protect our Airmen, employees and their families and help limit the spread of the coronavirus. We will remain vigilant and continue to monitor the situation and work closely with the Cobb and Douglas County Public Health officials as well as the Georgia Department of Health to coordinate prevention and response efforts in the local area.  This declaration will provide DARB the tools necessary to protect our Airmen, employees and their families and help limit the spread of this virus and coexist with the PHE declared in both Cobb and Douglas counties.

 

2. The 94 AW Commander directed Health Protection Condition (HPCON) Charlie on 25 Mar 2020 in response to COVID-19. In the case of an unusual health risk, the Department of Defense uses health protection measures known as HPCONs, to determine what actions are needed to best protect the base populace and surrounding community. As of 27 Mar 2020, there are no confirmed cases of COVID-19 on DARB. All DARB personnel and their families should ensure to practice prevention measures already in place including:  

- Follow strict personal and environmental hygiene by hand washing or hand sanitizer, cleaning and disinfecting frequently touched surfaces as much as possible, avoid touching your face, sneeze or cough into a tissue or inside of your elbow

- Practice social distancing by keeping 6 feet between yourself and others

- Stay home if you are sick and notify your chain of command.

- Of someone in your household has tested positive or you come in contact with a known or possible positive case, stay home and contact your chain of command.

- Contact your healthcare provider or local urgent care or call 1-844-442-2681 if experiencing symptoms consistent with COVID-19 such as fever, cough, shortness of breath or other symptoms such as headache, diarrhea, nausea/vomiting, sore throat or body aches

 

3. All AFR Service members are required and MUST notify their commander or chain of command if diagnosed with laboratory confirmed COVID-19. It is highly recommended AFR Service members notify their commander when dependents are diagnosed with laboratory confirmed COVID-19 and for AFR DoD civilian employees and contractor personnel to notify their supervisor if diagnosed with laboratory confirmed COVID-19.

  • Leadership will notify 94 AW BEPH office at 678-655-5781, 678-414-9782, or 602-575-3398 or via 94msg.bio@us.af.mil or contact 94 AW PHEO, Lt Col Fletcher @ 678-655-5524 or 850-368-0126 to ensure appropriate action, tracking and reporting requirements are met.  
  • If you placed in self- quarantine or 14 day restriction of movement or isolation, you must be cleared by 94 AW BEPH or 94 AW PHEO prior to returning to work in any form of  military status.

 

4. 94 AW and 22 AF staff will utilize telework and telecommute to the maximum extent practicable to minimize the spread of or exposure to COVID-19. These tools limit personal exposure while allowing mission accomplishment. Telework will be coordinated by your commanders and supervisors as required.

 

5. Here are some common terms and definitions you will hear throughout the COVID 19 response:

Restriction of Movement (ROM)- Limiting personnel movement to prevent or limit the transmission of a communicable disease, including limiting ingress and egress to, from, or on a military installation; isolation; and/or quarantine.  For the COVID-19 response that is defined as home, with limited trips for essential services example doctor, pharmacy, or grocery. 

 

Quarantine-Voluntary or compulsory separation and ROM of persons who are not ill but have been exposed to an infectious agent and therefore may become infectious, for the purpose of preventing or limiting the spread of COVID-19 disease.

 

Isolation- Voluntary or compulsory separation and ROM of persons who are symptomatic for the purpose of limiting the spread of COVID-19 disease.  Detailed hygiene requirements exist see handout “ What to do if You are Sick” on the SharePoint linked below

Social Distancing- Intervention applied to specific groups, an entire community, or a region designed to reduce interactions and thereby transmission risk within the group. Examples include implementing altered work schedules (e.g., telework, staggered shifts) and replacing face-to-face meetings with teleconferences.

Mission Essential Personnel (MEP)- are those personnel that perform Mission Essential Tasks in support of the overall Air Force Mission .  MEP will be identified by leadership and will be advised of your reporting instructions.
