Oracle Enterprise Software License Agreement II Awarded

MAXWELL AIR FORCE BASE, Ala. – The Air Force Lifecycle Management Center’s Business and Enterprise Systems (BES) located at Maxwell Air Force Base-Gunter Annex in Montgomery, Ala. has awarded a five year, $420 million contract for the Oracle Enterprise Software License Agreement II (ESLA II).  

Oracle ESLA II provides Oracle technology solutions to over 300 mission-critical systems.  The ESLA II contains an Unlimited License Agreement for a core set of 15 Oracle technology products and consolidates Oracle support for over 1 million Oracle technology licenses owned by the Department of the Air Force (DAF). 

The agreement also includes unlimited JAVA SE subscriptions previously negotiated as a separate agreement.  In addition, the ESLA II provides the Air Force with Advanced Customer Services, which provides 15 dedicated Oracle engineers delivering direct support to Air Force systems with problem resolution, configuration, best practices, and knowledge transfer assistance.  An agency catalog is also provided, which allows DAF customers the ability to purchase additional Oracle technology products at extremely favorable, pre-negotiated discounts.

ESLA II drives tremendous value and benefits to the Air Force with consolidation of 600+ unique Oracle contracts, unlimited licensing, and incorporation of previously Excluded Entities.  ESLA II continues the value proposition from the previous enterprise agreement of licensing and support for over 600+ unique Oracle contracts, generating resource efficiencies while leveraging DAF buying power to obtain best pricing.  

The unlimited licensing component eliminates potential “true up” issues that often occur with limited licensing arrangements where more licenses are used than authorized; a common problem for many enterprise products.  Excluded Entities are included in ESLA II for new licensing and support requirements and provide over $41 million in cost avoidance savings; an innovative approach and smart decision which benefits the DAF/DoD bottom line. 

The value of the new agreement was recognized by Richard Aldridge, BES Program Executive Officer, during the recent Enterprise Information Technology Summit, when he stated that the ESLA II contract is the “essence of category management” as demonstrated by the BES team.  

ESLA II has a projected overall cost avoidance of more than $370 million and could surpass $1.5 billion depending on usage.  The ESLA II performance period began Feb. 28, 2022 and continues with options through Feb. 27, 2027.
